• Support <strong>the</strong> establishment of local markets as places for purchas<strong>in</strong>g and sell<strong>in</strong>gagricultural products <strong>in</strong> each locality.• Enhance <strong>the</strong> sett<strong>in</strong>g-up of agricultural product storage at local level and accelerate <strong>the</strong>utilization of <strong>the</strong> exist<strong>in</strong>g ones so that <strong>the</strong> products can be gradually supplied to <strong>the</strong>markets accord<strong>in</strong>g to <strong>the</strong> periodic demand.• Promote backyard vegetable and native vegetable production sufficient for householdand local consumption.10. CONCLUSIONS AND RECOMMENDATIONSIt is envisaged that <strong>the</strong> production structure <strong>in</strong> <strong>the</strong> agricultural sector as well as <strong>in</strong>farm households has changed <strong>in</strong> l<strong>in</strong>e with <strong>the</strong> chang<strong>in</strong>g economic situation. Moreover,dur<strong>in</strong>g <strong>the</strong> past few years problems such as water shortage for agriculture and low price forrice were prevail<strong>in</strong>g. Therefore, <strong>the</strong> government’s policy emphasized restructur<strong>in</strong>g <strong>the</strong>agriculture production system <strong>in</strong> l<strong>in</strong>e with availability of natural resources, market demandand read<strong>in</strong>ess of farmers by a) <strong>in</strong>troduc<strong>in</strong>g o<strong>the</strong>r promis<strong>in</strong>g crops <strong>in</strong> substitution for <strong>the</strong>second rice crop and b) replac<strong>in</strong>g rice with more remunerative commodities <strong>in</strong> areasunsuitable for rice cultivation.The follow<strong>in</strong>g are some general recommendations:• The M<strong>in</strong>istry of Agriculture and Cooperatives (MOAC) must support and streng<strong>the</strong>ncoord<strong>in</strong>ation among government officers <strong>in</strong> terms of budgetary and technical matters,as well as work benefits. Fur<strong>the</strong>r, <strong>the</strong>y should coord<strong>in</strong>ate <strong>the</strong>ir work <strong>in</strong> adjust<strong>in</strong>g landmodels for production systems with<strong>in</strong> diversified cropp<strong>in</strong>g systems.• The Government and/or f<strong>in</strong>ancial <strong>in</strong>stitutions must set up available funds, so that longtermagricultural credit can be provided to build up diversified cropp<strong>in</strong>g systems withlow <strong>in</strong>terest rates for farmers, <strong>in</strong> l<strong>in</strong>e with <strong>the</strong>ir production plan. This will helpgenerate quick returns from <strong>the</strong>ir activities.• The Government must assist landless farmers <strong>in</strong> acquir<strong>in</strong>g land <strong>in</strong> special areas <strong>in</strong> orderfor <strong>the</strong>se farmers to make a liv<strong>in</strong>g <strong>in</strong> agriculture. Fur<strong>the</strong>rmore, assistance must begiven regard<strong>in</strong>g models of production and related production <strong>in</strong>puts. The productionmodels should be geared towards crop diversification.• Local communities and farmer organizations should be assisted <strong>in</strong> production techniques,management, buy<strong>in</strong>g and sell<strong>in</strong>g of agricultural <strong>in</strong>puts and produce as well as <strong>in</strong>contract farm<strong>in</strong>g, so <strong>the</strong>se organizations can function as centres for production andmarket<strong>in</strong>g services.However, crop diversification programmes need a lot of <strong>in</strong>vestment. The majorpolicies are: to have available credit systems, manage land reform and <strong>in</strong>frastructuredevelopment, and dissem<strong>in</strong>ate agricultural technologies and market<strong>in</strong>g <strong>in</strong>formation tofarmers.144
