CROP DIVERSIFICATION IN JAPANMasa Iwanaga *1. INTRODUCTION1.1 Japan’s Rapid Evolution to an Industrialized CountryDur<strong>in</strong>g <strong>the</strong> post-war era, Japan has experienced a drastic change <strong>in</strong> its economicstatus and <strong>in</strong> <strong>the</strong> role of agriculture <strong>in</strong> <strong>the</strong> society. Its economy has grown to <strong>the</strong> secondlargest <strong>in</strong> <strong>the</strong> world. This change has been accompanied by social changes <strong>in</strong> <strong>the</strong> area ofagriculture and food systems <strong>in</strong> Japan. For example, <strong>the</strong> gra<strong>in</strong> self-sufficiency ratio on acalorie basis decl<strong>in</strong>ed to 40 percent <strong>in</strong> 1998. This is <strong>the</strong> lowest among <strong>the</strong> OECD membercountries. The relative importance of agriculture as an <strong>in</strong>dustry has also decl<strong>in</strong>ed. Theagricultural population represented only 4.5 percent of <strong>the</strong> total population <strong>in</strong> 1997,significantly down from 13 percent <strong>in</strong> 1961. Rice consumption per capita decl<strong>in</strong>ed to 65 kgper capita per year <strong>in</strong> 1998. It was 118 kg <strong>in</strong> 1962. These changes are major driv<strong>in</strong>g forces <strong>in</strong>crop diversification efforts <strong>in</strong> Japan.1.2 Characteristics of Agriculture <strong>in</strong> JapanAgriculture is an <strong>in</strong>dustry produc<strong>in</strong>g foods us<strong>in</strong>g <strong>the</strong> natural ecosystem, and specificforms of operation are largely <strong>in</strong>fluenced by geographic conditions. Farm<strong>in</strong>g styles also varyconsiderably <strong>in</strong> different countries and <strong>region</strong>s depend<strong>in</strong>g on <strong>the</strong> economic conditions <strong>the</strong>re.The major characteristics of agriculture <strong>in</strong> Japan are as follows:• In Japan, located <strong>in</strong> <strong>the</strong> <strong>Asia</strong>n monsoon zone, rice farm<strong>in</strong>g has been operatednationwide as a key plant<strong>in</strong>g system suitable for its hot and ra<strong>in</strong>y summer season.Some <strong>region</strong>s on <strong>the</strong> <strong>Pacific</strong> Coast with a dry w<strong>in</strong>ter and low ra<strong>in</strong>fall operate a doublecropp<strong>in</strong>g system by us<strong>in</strong>g w<strong>in</strong>ter (secondary) wheat.• Mounta<strong>in</strong>ous areas account for 61 percent of <strong>the</strong> total national land area and <strong>the</strong>re isonly limited flat land available <strong>in</strong> Japan. Consequently, competition exists <strong>in</strong> landuse. Under <strong>the</strong>se circumstances, <strong>the</strong> ratio of farm land is about 14 percent of <strong>the</strong> totalnational land area, and <strong>the</strong> cultivated land under management per farm household issmall at about 1.6 hectares. This contrasts with o<strong>the</strong>r <strong>in</strong>dustrialized countries such as<strong>the</strong> USA, UK, Germany and France which have average farm sizes of 176.1 ha, 70.1ha, 30.3 ha and 38.5 ha, respectively.• As a result of <strong>the</strong> ongo<strong>in</strong>g improvement of irrigation <strong>in</strong>frastructure for <strong>the</strong> fur<strong>the</strong>rdevelopment of paddy field farm<strong>in</strong>g, <strong>the</strong> ratio of irrigated area to all agricultural landis 56 percent, one of <strong>the</strong> highest figures <strong>in</strong> <strong>the</strong> world. Paddy fields are effective <strong>in</strong>prevent<strong>in</strong>g damage caused by cont<strong>in</strong>uous cropp<strong>in</strong>g, thick weeds and soil erosion,* Director, Biological Resources Division, Japan International Research Center for Agricultural Sciences(JIRCAS), Tsukuba, Japan.51
