CONCLUSIONSThe Japanese socio-economic system, thus far pursu<strong>in</strong>g material wealth under rapideconomic growth, is now at an important turn<strong>in</strong>g po<strong>in</strong>t as <strong>the</strong> new century is approach<strong>in</strong>g.With <strong>in</strong>creas<strong>in</strong>g public awareness of limited global resources, environmentalproblems and possible food crises, people around <strong>the</strong> world are now beg<strong>in</strong>n<strong>in</strong>g to reassess<strong>the</strong>ir values and lifestyles and develop new values and a civilized way of life with greateremphasis on harmony, coexistence, health, and comfortable and peaceful liv<strong>in</strong>g. Food,necessities for our "daily liv<strong>in</strong>g and life", and agriculture and rural areas, fundamentals forfood production, are also be<strong>in</strong>g viewed <strong>in</strong> a new light, and expectations are grow<strong>in</strong>g as to<strong>the</strong>ir roles as <strong>the</strong> basis for our safety and security.In response to such grow<strong>in</strong>g expectations, <strong>the</strong> Basic Law on Food, Agriculture andRural Areas, as promulgated and enforced on July 16, 1999, thoroughly reviews <strong>the</strong> post-waragricultural policies under <strong>the</strong> Agricultural Basic Law and sets up a new policy mak<strong>in</strong>gscheme under <strong>the</strong> new pr<strong>in</strong>ciples. This new Law should be a guidel<strong>in</strong>e for policy mak<strong>in</strong>g onfood, agriculture and rural areas <strong>in</strong> <strong>the</strong> com<strong>in</strong>g century. Governments at all levels (national,local and municipal), farmers, consumers and any o<strong>the</strong>r relevant parties should work toge<strong>the</strong>runder <strong>the</strong> proper role shar<strong>in</strong>g to implement specific measures developed under <strong>the</strong> new Law.59
