UNCTAD'S PROJECT ON CAPACITY BUILDING FORDIVERSIFICATION AND COMMODITY-BASEDDEVELOPMENTAlexei N. Mojarov *The <strong>in</strong>ternational community has recognized that horizontal and verticaldiversification by commodity dependent develop<strong>in</strong>g countries is a priority for <strong>the</strong>irdevelopment and <strong>in</strong>vited <strong>the</strong> <strong>United</strong> <strong>Nations</strong> Conference on Trade and Development(UNCTAD) to provide assistance to develop<strong>in</strong>g countries <strong>in</strong> this respect. Start<strong>in</strong>g from 2000,UNCTAD is embark<strong>in</strong>g upon a two-year Project on Capacity Build<strong>in</strong>g for <strong>Diversification</strong>and Commodity-Based Development. In charge of <strong>the</strong> Project is UNCTAD’s CommoditiesBranch of <strong>the</strong> Division on International Trade <strong>in</strong> Goods and Services and Commodities(DITC).The Project’s objectives are: i) to promote <strong>the</strong> horizontal, vertical and geographicaldiversification of production and trade structures; ii) to improve governments' capacities toformulate focused, effective and sequenced policies <strong>in</strong> this respect; iii) to <strong>in</strong>crease <strong>the</strong>competence of enterprises <strong>in</strong> adapt<strong>in</strong>g <strong>the</strong>ir bus<strong>in</strong>ess strategies and supplies to <strong>the</strong> Post-Uruguay Round trad<strong>in</strong>g framework; and iv) to streng<strong>the</strong>n positive l<strong>in</strong>kages between <strong>the</strong>commodity sector and <strong>the</strong> rest of <strong>the</strong> economy.With<strong>in</strong> <strong>the</strong> framework of <strong>the</strong> Project <strong>the</strong> follow<strong>in</strong>g activities will be carried out:a) Preparation of policy oriented studies on export diversification strategies ofgovernments and enterprises, and on development implications of diversification for<strong>the</strong> exchange of experiences and capacity build<strong>in</strong>g.b) Regional workshops for enterprises and government officials, focus<strong>in</strong>g on exportdiversification strategies of governments and enterprises, and on developmentimplications of diversification.The workshops will be organized <strong>in</strong> <strong>the</strong> four develop<strong>in</strong>g <strong>region</strong>s, namely Africa,<strong>Asia</strong>, Lat<strong>in</strong> America and <strong>the</strong> <strong>Pacific</strong>. These workshops, where not only <strong>region</strong>al experiencesbut also those from o<strong>the</strong>r <strong>region</strong>s will be discussed, will provide <strong>the</strong> framework for nationalas well as <strong>region</strong>al or sub-<strong>region</strong>al capacity build<strong>in</strong>g programmes. The <strong>region</strong>al workshops<strong>the</strong>n will be followed by national workshops expected to be held <strong>in</strong> 10 countries cover<strong>in</strong>gdevelop<strong>in</strong>g <strong>region</strong>s. The national workshops will br<strong>in</strong>g toge<strong>the</strong>r <strong>the</strong> government, <strong>the</strong>enterprise sector, civil society and relevant <strong>in</strong>ternational organizations to make proposals onenterprise strategies as well as <strong>the</strong> most efficient and cost-effective government policies andmeasures, <strong>in</strong>clud<strong>in</strong>g those aimed at improv<strong>in</strong>g physical and human capacities to promotediversification and to ensure that <strong>the</strong> disadvantaged segments of <strong>the</strong> society benefit from* Economic Affairs Officer, Commodities Branch, Division on International Trade <strong>in</strong> Goods and Services, andCommodities (DITC), <strong>United</strong> <strong>Nations</strong> Conference on Trade and Development (UNCTAD), Palais Des <strong>Nations</strong>,Geneva, Switzerland.166
