The University <strong>of</strong> W<strong>in</strong>nipeg’s Department <strong>of</strong> Rhetoric, <strong>Writ<strong>in</strong>g</strong>, and<br />

Communications has the dist<strong>in</strong>ction <strong>of</strong> be<strong>in</strong>g the first <strong>in</strong>dependent<br />

writ<strong>in</strong>g program <strong>in</strong> Canada. Conceived <strong>in</strong> 1986 as The <strong>Writ<strong>in</strong>g</strong> Program,<br />

it underwent a review <strong>in</strong> 1993, separated from the English<br />

Department to become the Centre for <strong>Academic</strong> <strong>Writ<strong>in</strong>g</strong>, and then<br />

began <strong>of</strong>fer<strong>in</strong>g a communications program <strong>in</strong> partnership with a local<br />

college. CAW launched a B.A. <strong>in</strong> Rhetoric and Communications<br />

<strong>in</strong> 2003; three years later, with fourteen full-time faculty, a writ<strong>in</strong>g<br />

centre, and a peer tutor<strong>in</strong>g program, it was granted departmental<br />

status and took its current name. Evolution <strong>in</strong> our curriculum and<br />

<strong>in</strong>stitutional status have demanded compromise. Our chief concerns<br />

have been to strike a balance between rhetoric and writ<strong>in</strong>g and meet<br />

two objectives: to provide first-year students with the rhetorical skills<br />

necessary to discipl<strong>in</strong>ary success, and to develop <strong>in</strong> upper-level students<br />

facilitas—the ability to assess a variety <strong>of</strong> rhetorical situations and<br />

respond both ethically and effectively.<br />

With a population <strong>of</strong> approximately 670,000, the city <strong>of</strong> W<strong>in</strong>nipeg—the<br />

name comes from the Cree word w<strong>in</strong>-nipi, mean<strong>in</strong>g “muddy water” —is Canada’s<br />

seventh largest municipality and home to more than half the residents<br />

<strong>of</strong> the prov<strong>in</strong>ce <strong>of</strong> Manitoba. It is located at the geographic centre <strong>of</strong> North<br />

America and the confluence <strong>of</strong> the Red and Ass<strong>in</strong>ibo<strong>in</strong>e Rivers, on a site where<br />

First Nations people met and traded for centuries. After the Hudson’s Bay<br />

Company established a strategic post there <strong>in</strong> the n<strong>in</strong>eteenth century, the region<br />

experienced steady immigration from Europe and neighbour<strong>in</strong>g Ontario.<br />

Residents <strong>of</strong> the modern city are mostly <strong>of</strong> European descent and primarily<br />
