Gerd wants us to read this list also as an overview <strong>of</strong> expertise needed<br />

to support livelong learners <strong>in</strong> understand<strong>in</strong>g and actively liv<strong>in</strong>g local and<br />

global differences. In this process, literacy managers make strategic use <strong>of</strong><br />

the differences each <strong>in</strong>dividual <strong>in</strong>volved contributes to an <strong>in</strong>stitution. This<br />

way <strong>of</strong> see<strong>in</strong>g opens up not only new opportunities to understand one’s own<br />

way <strong>of</strong> writ<strong>in</strong>g, read<strong>in</strong>g, and handl<strong>in</strong>g <strong>of</strong> <strong>in</strong>formation, but to optimize exist<strong>in</strong>g<br />

literacy resources <strong>of</strong> an entire <strong>in</strong>stitution. Gerd <strong>in</strong> our conversation also<br />

stressed the role <strong>of</strong> literacy managers as change agents <strong>in</strong> shap<strong>in</strong>g local cultures<br />

<strong>of</strong> readers and writers who <strong>in</strong>teract with global practices. The list provided<br />

by Gerd above can also be read as an overall procedure <strong>in</strong> manag<strong>in</strong>g literacies.<br />

This procedure is based on the key pr<strong>in</strong>ciples <strong>of</strong> <strong>in</strong>structional design: (a)<br />

Analysis <strong>of</strong> learner characteristics and the learn<strong>in</strong>g environment; (b) Design <strong>of</strong><br />

learn<strong>in</strong>g objectives and <strong>in</strong>structional approach; (c) Development <strong>of</strong> <strong>in</strong>structional<br />

frameworks and tra<strong>in</strong><strong>in</strong>g materials (prototype); (d/e) Implementation<br />

and evaluation <strong>of</strong> the prototype <strong>in</strong> action.<br />

As a result <strong>of</strong> this overall procedure the follow<strong>in</strong>g tasks could be<br />

performed as part <strong>of</strong> literacy management projects: establishment <strong>of</strong> writ<strong>in</strong>g/<br />

read<strong>in</strong>g centers; development <strong>of</strong> literacy programs and workshops for primary/<br />

secondary schools, colleges, and universities, and pr<strong>of</strong>essional tra<strong>in</strong><strong>in</strong>g; establishment<br />

<strong>of</strong> (e-) portfolio systems; conduct<strong>in</strong>g <strong>in</strong>-house staff/faculty tra<strong>in</strong><strong>in</strong>g;<br />

development <strong>of</strong> self-learn<strong>in</strong>g material for students and <strong>in</strong>structors; research,<br />

assessment, and optimization <strong>of</strong> exist<strong>in</strong>g literacy processes <strong>in</strong> the <strong>in</strong>stitution;<br />

construct<strong>in</strong>g an overall literacy culture <strong>in</strong> the <strong>in</strong>stitution that is beneficial for<br />

peer feedback and tutor<strong>in</strong>g; development and test<strong>in</strong>g <strong>of</strong> diagnostic procedures,<br />

methods, and materials.<br />

To perform those tasks successfully, literacy managers need specialized tra<strong>in</strong><strong>in</strong>g<br />

that Gerd several years ago had hoped to establish at the University <strong>of</strong> Education<br />

<strong>in</strong> Freiburg. However, realiz<strong>in</strong>g a vision <strong>of</strong> this scope requires patience<br />

and persistence, and the will<strong>in</strong>gness to work with<strong>in</strong> an <strong>in</strong>stitution’s constra<strong>in</strong>ts.<br />

Gerd’s experience at the University <strong>of</strong> Education/Freiburg illustrates typical challenges<br />

a literacy manager faces and <strong>of</strong>fers an example <strong>of</strong> slow but steady progress.<br />

To Gerd, the writ<strong>in</strong>g center at Education/Freiburg still plays a limited role <strong>in</strong><br />

the <strong>in</strong>stitution. While he envisions the writ<strong>in</strong>g center as a place <strong>of</strong> <strong>in</strong>struct<strong>in</strong>g,<br />

coach<strong>in</strong>g, and facilitat<strong>in</strong>g writers and readers from different literacy doma<strong>in</strong>s,<br />

the university still sees the center fulfill<strong>in</strong>g the service function <strong>of</strong> provid<strong>in</strong>g<br />

hands-on help to beg<strong>in</strong>n<strong>in</strong>g students <strong>in</strong> their status as rather <strong>in</strong>experienced academic<br />

writers—despite the wide range <strong>of</strong> projects, publications, and expertise<br />

that resulted from the effort <strong>of</strong> the writ<strong>in</strong>g center team.<br />
