In Italy the problem is particularly acute: the distribution of officers<br />

by age category (figure 5) highlights that about two-thirds are over 45 and<br />

the current "in-take" is particularly low (only 10% of the staff is between<br />

20 and 30).<br />

The salient elements of the scenario outlined can be summarised as<br />

follows:<br />

- a growing relocation of mar<strong>it</strong>ime activ<strong>it</strong>ies: that relating to ships,<br />

ship management activ<strong>it</strong>ies and centraI management and control;<br />

- the loss of mar<strong>it</strong>ime know-how in trad<strong>it</strong>ionally mar<strong>it</strong>irne countries, w<strong>it</strong>h<br />

negative consequences on the availabil<strong>it</strong>y of skilled staff for on-shore activ<strong>it</strong>ies;<br />

- the loss of a "cr<strong>it</strong>icaI mass" for mar<strong>it</strong>ime clusters, i.e. ali the activ<strong>it</strong>ies<br />

typically related to mar<strong>it</strong>ime transport (insurance, brokering, finance,<br />

building, etc.).<br />

These are phenomena w<strong>it</strong>h disruptive effects on the capac<strong>it</strong>y of the<br />

shipping industry to generate value added to the national economy as<br />

they lead to a contraction of the on shore mar<strong>it</strong>ime activ<strong>it</strong>ies. These, in<br />
