In Italy the problem is particularly acute: the distribution of officers
by age category (figure 5) highlights that about two-thirds are over 45 and
the current "in-take" is particularly low (only 10% of the staff is between
20 and 30).

The salient elements of the scenario outlined can be summarised as
follows:
- a growing relocation of maritime activities: that relating to ships,
ship management activities and centraI management and control;
- the loss of maritime know-how in traditionally maritirne countries, with
negative consequences on the availability of skilled staff for on-shore activities;
- the loss of a "criticaI mass" for maritime clusters, i.e. ali the activities
typically related to maritime transport (insurance, brokering, finance,
building, etc.).
These are phenomena with disruptive effects on the capacity of the
shipping industry to generate value added to the national economy as
they lead to a contraction of the on shore maritime activities. These, in
