This study shows that criminals (still) oft<strong>en</strong> opt to use cash. This is probably<br />
because cash can be moved quickly and anonymously. As a result, cash<br />
remains the instrum<strong>en</strong>t of choice for them to <strong>en</strong>joy the proceeds of crime,<br />
including those of cybercrime. The scale of laundering cash therefore<br />
appears much greater than money laundering using new paym<strong>en</strong>t methods –<br />
which is the focus of this study. Whether that will change in the future,<br />
strongly dep<strong>en</strong>ds on the developm<strong>en</strong>ts of new paym<strong>en</strong>t methods and measures<br />
tak<strong>en</strong> by companies and institutions to address money laundering.<br />
Police ag<strong>en</strong>cies and the Public Prosecution Service should maintain and further<br />
develop their expertise to combat money laundering via new paym<strong>en</strong>t<br />
methods.<br />
Based on this research, it is recomm<strong>en</strong>ded to consider regulating the Dutch<br />
Bitcoin exchanges. Dutch Bitcoin exchanges have already voluntarily tak<strong>en</strong><br />
an ext<strong>en</strong>sive range of measures to combat money laundering. However, with<br />
regulation they would, for example, also be able to report to the FIU, the<br />
financial intellig<strong>en</strong>ce unit, which can contribute to the detection of money<br />
laundering with virtual curr<strong>en</strong>cies. The <strong>en</strong>forcem<strong>en</strong>t of anti-money laundering<br />
regulations will remain a chall<strong>en</strong>ge, giv<strong>en</strong> that online paym<strong>en</strong>t services<br />
can offer their services worldwide and thereby may be located in jurisdictions<br />
with less strict regulations or a lack of supervision and <strong>en</strong>forcem<strong>en</strong>t. Moreover,<br />
there are also other online paym<strong>en</strong>t services that allow digital and virtual<br />
paym<strong>en</strong>t methods to convert, which settle in jurisdictions with more<br />
l<strong>en</strong>i<strong>en</strong>t regulation or poor supervision. It remains necessary that paym<strong>en</strong>t<br />
service providers take technical measures to detect and block suspicious<br />
transactions. Other parties, including citiz<strong>en</strong>s, should adopt technical measures<br />
to address malicious software, such as monitoring network traffic<br />
(including phishing emails). Citiz<strong>en</strong>s and organizations would thereby have<br />
to maintain a good cyber strategy and make regular backups of systems. It is<br />
also important to raise awar<strong>en</strong>ess among computer users about cybercrime,<br />
in particular ransomware, by providing more information.
