Assim, <strong>de</strong>s<strong>de</strong> o início, a CMC almejou uma solução rodoviária “nacional” que se convertesse na re<strong>de</strong><br />
viária prevista no Plano Director Municipal (oficialmente aprovado em 1994). Uma re<strong>de</strong> viária que<br />
cintasse a cida<strong>de</strong> a oeste e sul mas inserida na zona urbana, não exterior a ela como pretendia a JAE.<br />
