Curriculums<br />

Disaster operations and recovery are phases of<br />

emergency management that require a team effort<br />

at all levels of government and the private sector.<br />

Professionals involved in disaster operations and<br />

recovery include elected and appointed officials, city<br />

and county administrators, emergency managers,<br />

public works directors, building officials, community<br />

planners, emergency services personnel, and<br />

other allied professionals.<br />

Training and education in disaster operations is a<br />

critical first step towards ensuring successful disaster<br />

operations. The Mission Support and Response and<br />

Recovery curriculums are designed to equip <strong>Federal</strong>,<br />

Tribal, State, and local professionals with the knowledge,<br />

skills, and abilities required to perform their<br />

jobs. These professionals are encouraged to avail<br />

themselves of the courses offered in the curriculum.<br />

Debris <strong>Management</strong> Planning for State,<br />

Tribal, and Local Officials (G202)<br />

This course provides an overview of issues and<br />

recommended actions necessary to plan for,<br />

respond to, and recover from a major debris-generating<br />

event with emphasis on State, Tribal, and local<br />

responsibilities. Developed from a pre-disaster planning<br />

perspective, the course includes debris staff<br />

organizations, compliance with laws and regulations,<br />

contracting procedures, debris management<br />

site selection, volume reduction methods, recycling,<br />

special debris situations, and supplementary<br />

assistance.<br />

Selection Criteria: Tribal, local, and State emergency<br />

management personnel, including public works and<br />

waste management staffs, who are responsible for<br />

planning and/or implementing debris removal and<br />

disposal actions.<br />

NOTE: All course files are accessible to the State Training Officer<br />

via the FEMA web site.<br />

Public Assistance (PA) Program Applicant<br />

Workshop (G203)<br />

This 1-day field course is an overview of the roles<br />

and responsibilities of potential applicants who<br />

participate in FEMA’s Public Assistance program.<br />

The target audience includes local government/<br />

Tribal personnel, public works directors, emergency<br />

management coordinators, and other local government/Tribal<br />

personnel with disaster assignments<br />

involving the community infrastructure.<br />

* During the early stages of disaster recovery, this<br />

course can be used to provide an overview of<br />

local government responsibilities involving public<br />

assistance.<br />

Local Volunteer and Donations<br />

<strong>Management</strong> (G288)<br />

This 8–12-hour workshop addresses the planning<br />

considerations and operational requirements for<br />

an effective donations management system at the<br />

local level. A special emphasis is put on the importance<br />

of collaborative partnerships between local<br />

government, voluntary agencies, and community<br />

organizations as the key to success in volunteer and<br />

donations management.<br />

Selection Criteria: Local government officials and State<br />

and/or local leaders of key voluntary organizations<br />

(i.e., those affiliated with the State Voluntary<br />

Organizations Active in Disaster (VOAD)), who<br />

have responsibility for planning, coordinating,<br />

implementing, and/or operating the donations<br />

management function at the State and local levels.<br />

Prerequisites:<br />

Required: Participants must have some responsibility<br />

to oversee, coordinate, and/or assist with<br />

the State and local donations and volunteer<br />

management functions during disasters. IS-288,<br />
