(PA) and Grant Administration staff with an<br />

in-depth look at the pre-award, post-award, and<br />

closeout activities associated with the PA program.<br />

Participants will learn to apply <strong>Federal</strong> regulations,<br />

assist with project identification, ensure financial<br />

reporting requirements are met, and outline documentation<br />

requirements.<br />

Selection Criteria: Grantee staff responsible for administering<br />

the PA program or those involved in PA<br />

grant administration.<br />

Prerequisites:<br />

Required: IS-630, Introduction to the Public Assistance (PA)<br />

The purpose of this course is to help participants<br />

increase the administrative alignment of their organizations,<br />

people, process, and paperwork to meet<br />

<strong>Federal</strong> fiduciary standards for Public Assistance<br />

recovery. The topics include Stafford Act; Office<br />

of <strong>Management</strong> and Budget (OMB) standards;<br />

FEMA policies and procedures; NIMS application;<br />

Public Assistance categories A–G; and the criteria<br />

for reimbursement of force account labor, force<br />

account equipment, materials, rented materials, and<br />

contracts. The methodologies include case study<br />

analysis, group discussions, and major simulation<br />

exercises transitioning from <strong>Emergency</strong> Operations<br />

Center (EOC) operations to long-term recovery.<br />

Selection Criteria: Local, county, State, or Tribal officials<br />

who are or could be the Public Assistance Agent<br />

representatives for their community.<br />

Prerequisite:<br />

Required: ICS-100, Introduction to the Incident Command<br />

System (ICS), and IS-200, ICS for Single Resources and<br />

Initial Action Incidents.<br />
