Preparedness Curriculum<br />
Most of the Preparedness courses are conducted at<br />
the local and State levels (see the Preparedness State/<br />
Local/Tribal Field <strong>Course</strong> section).<br />
The current Preparedness menu of resident courses<br />
focuses on Tribal training, radiological hazards,<br />
Continuity of Operations (COOP) Program,<br />
hazardous materials, and Community <strong>Emergency</strong><br />
Response Team (CERT) training. Resident courses<br />
include those specific to the Radiological <strong>Emergency</strong><br />
Preparedness (REP) program and those generic<br />
to any hazard. The Preparedness resident courses<br />
include emergency planning for incidents, as well<br />
as skill and exercise-based courses for gathering and<br />
analyzing data.<br />
<strong>Emergency</strong> management training for schools can be<br />
found under the Mitigation curriculum.<br />
<strong>Emergency</strong> <strong>Management</strong> Accreditation<br />
Program (EMAP) Accreditation/Assessment<br />
Manager Orientation (E123)<br />
EMAP’s Accreditation/Assessment Manager<br />
Orientation is an opportunity for emergency<br />
management personnel from State, Tribal, territorial,<br />
county, and city emergency management programs<br />
to learn about EMAP, EMAP standards, and preparing<br />
their programs for assessment and accreditation.<br />
The orientation session provides information about<br />
EMAP standards and procedures and compiling<br />
compliance documentation for an EMAP assessment.<br />
Selection Criteria: <strong>Emergency</strong> management personnel<br />
from State, Tribal, territorial, county, and city emergency<br />
management programs.<br />

<strong>Emergency</strong> <strong>Management</strong> Accreditation<br />
Program (EMAP) Assessor Training (E124)<br />
The training will prepare experienced emergency<br />
managers to serve as on-site assessors as part of the<br />
accreditation process. Training is open to experienced<br />
emergency managers who meet the assessor<br />
qualifications below. The training will cover EMAP<br />
standards, assessment procedures, and assessor<br />
responsibilities, and will conclude with an assessor<br />

Selection Criteria: Assessors must have the following<br />
qualifications, at a minimum:<br />
• Five years of experience in an emergency<br />
management position in State or local<br />
government emergency management;<br />
• Experience in at least one actual emergency in<br />
which the emergency plan was implemented<br />
and participation in an activated <strong>Emergency</strong><br />
Operations Center requiring implementation of<br />
operations response procedures;<br />
• Participated in at least one emergency operation,<br />
training, or exercise event in the last calendar<br />
year;<br />
• Be knowledgeable and up-to-date about the<br />
principles of comprehensive emergency<br />
management;<br />
• Must abide by the EMAP’s Code of Conduct;<br />
• Must be available for at least one assessment each<br />
year; and<br />
• Have no conflict of interest as regards to any<br />
aspect of EMAP that might prevent objective<br />
review and assessment of a candidate program.<br />
Must be able and willing to serve as a neutral<br />
observer.<br />
