State <strong>Emergency</strong> <strong>Management</strong> Director<br />
Training <strong>Course</strong> (E257)<br />
One of the <strong>Federal</strong> <strong>Emergency</strong> <strong>Management</strong> Agency’s<br />
(FEMA’s) most important stakeholders is the State<br />
<strong>Emergency</strong> <strong>Management</strong> Agency. These State agencies<br />
are responsible for implementing FEMA’s<br />
programs. FEMA’s <strong>Emergency</strong> <strong>Management</strong> <strong>Institute</strong><br />
(<strong>EMI</strong>) conducts training for new State <strong>Emergency</strong><br />
<strong>Management</strong> Directors. The resident training course<br />
at <strong>EMI</strong> is conducted in cooperation with the National<br />
<strong>Emergency</strong> <strong>Management</strong> Association (NEMA), an<br />
organization which represents the State Directors.<br />
The training is designed to bring new State Directors<br />
together at <strong>EMI</strong> for opportunities to learn about FEMA<br />
programs, what NEMA has to offer, and to further<br />
develop skills necessary to lead their departments.<br />
<strong>Course</strong> Goals:<br />
• Provide State <strong>Emergency</strong> <strong>Management</strong> Directors<br />
and Deputy Directors with the information,<br />
resources, and tools they need to effectively lead<br />
and manage their agencies and programs.<br />
• Identify current and emerging issues, challenges,<br />
and trends in all-hazards emergency management<br />
and help identify and develop effective strategies<br />
to deal with them.<br />
• Encourage innovation in emergency management<br />
and homeland security through public policy<br />
discussion and debate.<br />
• Develop leadership and management skills for a<br />
constantly changing environment.<br />
Selection Criteria: State <strong>Emergency</strong> <strong>Management</strong><br />
Directors and Deputy Directors who have not previously<br />
taken this course. A limited number of FEMA<br />
<strong>Federal</strong> Coordinating Officers (FCOs) are also<br />
eligible to attend.<br />

Required: Participation in pre-course Webinars.<br />

Instructional Techniques for Subject<br />
Matter Experts (SMEs) (E262)<br />
Instructional Techniques for SMEs is a dynamic, interactive,<br />
and educational 4-day course designed for SMEs<br />
who are called upon to deliver training or provide<br />
presentations in their area of expertise. Participants<br />
will learn, in the first 2 days of the course, how to<br />
account for such things as room design, material<br />
organization, classroom/meeting room technology,<br />
learner/attendee influences, and the impact of<br />
the instructor/presenter on the environment. The<br />
second 2 days are for practice training/briefing<br />
delivery sessions with constructive feedback from<br />
fellow participants and the course instructors.<br />
Participants will be responsible for delivering two<br />
10 minute presentations on their area of expertise—one<br />
on Wednesday and one on Thursday.<br />
Presentations will be videotaped so participants<br />
can critique themselves at a later date. Participants<br />
must bring the PowerPoint or other materials they<br />
use in their presentations to the practice sessions. If<br />
the course is to be delivered for a particular audience,<br />
i.e., a specific FEMA program office, the course<br />
material will be geared toward that function and<br />
the delivery method they use, i.e., presentation or<br />
instruction.<br />
Selection Criteria: Participants with a requirement<br />
to provide presentations or teach information to<br />
any variety of publics, from internal briefings to<br />
teaching courses or providing presentations on<br />
their project they are working on at the time OR<br />
those seeking COOP Level II Master Professional<br />
Continuity Practitioner certification.<br />
<strong>Federal</strong>, State, and local attendees should receive<br />
priority admission for this course, followed by<br />
contractors.<br />
