Public Assistance (PA) Group Supervisor<br />
<strong>Course</strong> (E/L374)<br />
This resident course focuses on the duties and<br />
responsibilities of a Public Assistance (PA) Group<br />
Supervisor and PA Task Force Leader by providing a<br />
review of legislation, regulations, policies, and guidance<br />
governing the Public Assistance Program.<br />
Selection Criteria: FEMA Public Assistance Staff who<br />
have performed or may be expected to perform the<br />
duties of a PA Group Supervisor or PA Task Force<br />
Leader during a disaster event.<br />
Prerequisites:<br />
Required: E/L381, Project Specialist, or IS-631, Public<br />
Assistance (PA) Operations I, prior to October 1, 2009,<br />
L378, Public Assistance Preliminary Damage Assessment, E/<br />
L380, Public Assistance (PA) Task Force Leader, and E/<br />
L382, PAC Crew Leader.<br />

This course focuses on the duties and responsibilities<br />
of a Task Force Leader in the Public Assistance<br />
(PA) Program. It is intended to teach participants a<br />
process by which to organize, manage, use, support,<br />
and understand available guidance and tools to carry<br />
out those responsibilities.<br />
Selection Criteria: FEMA Public Assistance Staff who<br />
have performed or may be expected to perform the<br />
duties of a PA Task Force Leader during a disaster<br />
event.<br />

Required: E/L381, Project Specialist, or IS-631, Public<br />
Assistance (PA) Operations I, prior to October 1, 2009,<br />

This course focuses on the duties and responsibilities<br />
of a Public Assistance (PA) Project Specialist.<br />
Topics include initial operations, program eligibility,<br />
project formulation, and special considerations.<br />

Supervisors, PA Task Force Leader, PAC Crew Leader,<br />
PA Project Specialist, and PA Technical Specialist.<br />

This course focuses on the duties and responsibilities<br />
of a PAC Crew Leader. Topics include Public<br />
Assistance eligibility, special considerations, and<br />
process management tools.<br />

will perform the duties of a PAC Crew Leader only.<br />

Defense Support of Civil Authorities<br />
(DSCA) Phase II (E/L384)<br />
This course is intended to provide the participants<br />
with an introduction to the national framework<br />
within which the Department of Defense (DOD)<br />
supports local, State, <strong>Federal</strong>, and Tribal authorities<br />
in overwhelming natural and/or manmade disasters.<br />
Participants are provided the opportunity to act<br />
as staff planners in three exercise scenarios, utilizing<br />
current policy guidance and DOD procedures. It is<br />
jointly sponsored by <strong>EMI</strong> and DOD.<br />
