Advanced Methods of FEMA’s Historic<br />

Preservation Program (E265)<br />

This course provides in-depth training needed to<br />

implement the regulations of the National Historic<br />

Preservation Act (NHPA) and other related HP laws<br />

required for FEMA’s programs/activities. Upon<br />

completion of this course, participants should be<br />

able to describe, interpret, and apply all HP laws<br />

that apply to FEMA’s programs/activities; explain/<br />

implement their roles/responsibilities in the HP<br />

process; coordinate all affected parties in the HP<br />

compliance process; and describe how the compliance<br />

process fits into the broader FEMA mission.<br />

Selection Criteria: This advanced course is targeted<br />

to Environmental and Historic Preservation (EHP)<br />

Cadre Historic Preservation Specialists at the Fully<br />

Qualified level and EHP Task Force/Crew Leaders<br />

at the Expert level. FEMA Technical Assistance<br />

Contractors who support the EHP Cadre and State/<br />

Tribal representatives may attend with approval from<br />

the Office of Environmental Planning and Historic<br />

Preservation Headquarters or the FEMA Regional<br />

Environmental Officer.<br />

Required: L/IS-253, Coordinating Environmental and<br />

Historic Preservation Compliance; knowledge and experience<br />

with FEMA’s programs; working knowledge<br />

of historic preservation laws and regulations.<br />

After 2011, applicants for this course must take<br />

ACHP Section 106 Essentials as a prerequisite.<br />

Executive Order 11988—Floodplain<br />

<strong>Management</strong> Training (E727)<br />

Executive Order (EO) 11988 on Floodplain<br />

<strong>Management</strong> requires <strong>Federal</strong> agencies to avoid<br />

actions in or adversely affecting floodplains and<br />

wetlands unless there is no practicable alternative.<br />

EO 11988 establishes an eight-step process that<br />

agencies should carry out as part of their decisionmaking<br />

on projects that have the potential to impact<br />

floodplains. This course is designed to provide<br />

participants with the training needed to understand<br />

the principles of EO 11988 and to apply the requirements<br />

of 44 CFR Part 9 to FEMA programs and<br />

activities. Compliance with EO 11988 is a requirement<br />

for all FEMA-funded programs and activities.<br />

Selection Criteria: This course targets EHP Floodplain<br />

<strong>Management</strong> Specialists at the Fully Qualified level,<br />

EHP Task Force/Crew Leaders at the Expert level, and<br />

EHP Advisors at the Basically Qualified level. FEMA<br />

Public Assistance Officers, coordinators and project<br />

officers, Mitigation Project officers, managers and<br />

floodplain management specialists, and Individual<br />

Assistance (IA) Temporary Housing officers and<br />

managers, State/Tribal and local representatives<br />

may also attend with approval from the Office of<br />

Environmental Planning and Historic Preservation<br />

Headquarters or the FEMA Regional Environmental<br />

Officer.<br />
