Executive Orders (EO) 11988 and 11990<br />
Floodplain <strong>Management</strong> and Protection of<br />
Wetlands Train-the-Trainer (TTT) (E247)<br />
Executive Order (EO) 11988 on Floodplain<br />
<strong>Management</strong> requires <strong>Federal</strong> agencies to avoid<br />
actions in or adversely affecting floodplains and<br />
wetlands unless there is no practicable alternative.<br />
EO 11988 establishes an eight-step process that<br />
agencies should carry out as part of their decisionmaking<br />
on projects that have the potential to impact<br />
floodplains. This course is designed to prepare<br />
Environmental and Historic Preservation (EHP) staff<br />
for the field delivery of E727, Executive Order 11988—<br />
Floodplain <strong>Management</strong> Training, to the EHP Cadre, and<br />
focuses on effective training strategies.<br />
Selection Criteria: This course is only open to EHP<br />
Cadre members who have approval from the Office<br />
of Environmental Planning and Historic Preservation<br />
Headquarters and/or FEMA Regional Environmental<br />
Officers.<br />
Prerequisites:<br />
Required: IS-253, Coordinating Environmental and Historic<br />
Preservation Compliance.<br />
Recommended: L253, Coordinating Environmental and<br />
Historic Preservation Compliance; working knowledge<br />
of FEMA’s programs; working knowledge<br />
of environmental and historic preservation laws,<br />
regulations, and Executive Orders.<br />

<strong>Management</strong> Information System (<strong>EMI</strong>S)<br />
Training (E/L248)<br />
FEMA is standardizing the electronic data collection<br />
and storage of all Environmental and Historic<br />
Preservation (EHP) reviews. The <strong>EMI</strong>S is an Internetbased<br />
system that facilitates the process of evaluating<br />
FEMA-funded projects for potential impacts to<br />
natural and cultural resources and for documenting<br />
project compliance with EHP laws, Executive Orders,<br />
and other requirements. This course prepares the<br />
EHP staff to complete the project reviews within<br />
<strong>EMI</strong>S.<br />

Environmental and Historic Preservation<br />
(EHP) Cadre Training (E252)<br />
The National Environmental Policy Act (NEPA)<br />
requires all <strong>Federal</strong> agencies to consider the effects<br />
of their actions on the environment and to comply<br />
with all applicable <strong>Federal</strong> Environmental and<br />
Historic Preservation (EHP) laws, regulations, and<br />
Executive Orders. This course provides the EHP<br />
Cadre with training on specialized issues related to<br />
the implementation of environmental and historic<br />
preservation laws and management of cadre staff<br />
that cannot be addressed in detail in other EHP
