Operations-Based Exercise Design and<br />

Evaluation <strong>Course</strong> (E133)<br />

This second required course for Master Exercise<br />

Practitioner Program (MEPP) Candidates focuses<br />

on the knowledge, skills, and proficiency demonstrations<br />

necessary to successfully complete the<br />

five phases of the exercise process for an operations-based<br />

exercise. A wide variety of instructional<br />

strategies—including classroom lectures, exercise<br />

workshops, and performance-based proficiency<br />

demonstrations—are used to challenge the participants<br />

to function effectively in exercise planning<br />

teams using HSEEP tools and templates. Participants<br />

must master basic control/simulation concepts and<br />

principles to structure a simulation cell (SIMCELL),<br />

design and develop a simple functional exercise, and<br />

then successfully conduct the exercise in a simulated<br />

exercise environment. Team members are<br />

also challenged to complete exercise evaluation<br />

and improvement planning phases of the exercise<br />

process. At the conclusion of this course, participants<br />

are given instructions and guidance to complete<br />

the second take-home Proficiency Demonstration<br />

(PRODEM), which must be completed and<br />

submitted at the beginning of the final course in the<br />

MEPP Series.<br />

Selection Criteria: Participation in this course is limited<br />

to <strong>EMI</strong> Resident MEPP Candidates who have successfully<br />

completed the E132, Discussion-Based Exercise<br />

Design and Evaluation, course. <strong>EMI</strong> Resident MEPP<br />

Candidates are selected from all levels of government<br />

(local, State, Trust Territories, Tribal Nations, the<br />

Department of Homeland Security [DHS], and other<br />

<strong>Federal</strong> agencies) and are representative of emergency<br />

management/emergency services personnel<br />

whose responsibilities include emergency management<br />

exercises. This includes exercise training<br />

officers; emergency managers; emergency services<br />

personnel from fire, emergency medical, hospitals,<br />

public/environmental health, law enforcement,<br />

public works/utilities, community service/volunteer<br />

agencies; and private entities who participate<br />

in emergency services/emergency management<br />

exercise planning teams, design and development,<br />

control/simulation, and evaluation teams or manage<br />

exercise programs.<br />

Required: E132, Discussion-Based Exercise Design and<br />

Evaluation.<br />

Operations-Based Exercise Development<br />

<strong>Course</strong> (E136)<br />

This third and final course in <strong>EMI</strong>’s Resident Master<br />

Exercise Practitioner Program (MEPP) focuses on<br />

complex Functional Exercises (FX) and Full-Scale<br />

Exercises (FSE). Participants must develop a complex<br />

functional exercise and successfully conduct the<br />

exercise in a simulated <strong>Emergency</strong> Operations<br />

Center environment. This course primarily consists<br />

of performance-based workshops and proficiency<br />

demonstration activities. HSEEP tools and templates<br />

must be used to complete the five phases of the<br />

exercise process for a major complex functional<br />

exercise. After the completion of the FX activities,<br />

participants must establish the foundation for and<br />

complete exercise plans for a full-scale exercise. At<br />

the end of the course, individuals who have met all<br />

the requirements are awarded the MEPP title and<br />

certificate of completion.<br />

Selection Criteria: Participation in this course is<br />

limited to <strong>EMI</strong> Resident MEPP Candidates and to<br />

Non-Resident MEPP Candidates who have successfully<br />

completed the G138, Exercise Practicum for the Master<br />

Exercise Practitioner. <strong>EMI</strong> Resident MEPP Candidates are<br />

selected from all levels of government (local, State,<br />

Trust Territories, Tribal Nations, the Department<br />

of Homeland Security [DHS], and other <strong>Federal</strong><br />

agencies) and are representative of emergency<br />

management/emergency services personnel whose<br />

responsibilities include emergency management
