Basic Human Resources (HR) for Disaster<br />

Supervisors (E/L/B545)<br />

This course is designed to assist disaster supervisors<br />

in understanding the basics of human<br />

resources in FEMA. Topics covered include hiring<br />

of local hires; deployment of Disaster Reservists;<br />

Orientation of New Employees; Use of Task Books;<br />

Credentialing; Payroll Issues; Signature Authority;<br />

Travel Responsibilities; Appraisals; Attendance;<br />

Safety/Wellness; Rotation/Retention; Reward/<br />

Recognition; Performance Issues; Conduct Issues;<br />

and Alternative Dispute Resolution (ADR).<br />

Selection Criteria: The primary audience is limited<br />

to JFO supervisors who supervise and manage<br />

employees at a JFO. This course will be offered to<br />

Permanent Full-Time (PFT) employees, Cadre of<br />

On-call Response Employees (CORE), and Disaster<br />

Reservists.<br />

Prerequisites:<br />

Required: IS-101, Deployment Basics: <strong>Federal</strong> Disaster<br />

Workforce Readiness.<br />

Recommended: E/L269, Managing FEMA Staff on Disaster<br />

Operations.<br />

<strong>Course</strong> Length: 2 days<br />

FEMA Mission Readiness (E696)<br />

In 2010, FEMA instituted a new “Employee<br />

Readiness Program” for all new permanent full-time<br />

(PFT) hires. Four courses and elements comprise the<br />

program: Duty Readiness, Mission Readiness, Career<br />

Readiness, and Deployment Readiness. This course,<br />

“Mission Readiness” (E696), is a signature piece<br />

of this process—a week-long, cohort-style, in-residence<br />

course at the National <strong>Emergency</strong> Training<br />

Center (NETC)—designed to give new employees<br />

a comprehensive understanding of FEMA’s mission,<br />

culture, structure, and organizational responsibilities<br />

to help them navigate the organization.<br />

Selection Criteria: Permanent Full-Time (PFT) FEMA<br />

hire: This means if you are employed as a CORE, a<br />

DAE, a TFT or in any other type of non-PFT position,<br />

you are not currently eligible for this training.<br />

Beginning in FY2012, all FEMA PFTs are eligible for<br />

Mission Readiness, with priority placement for new<br />

employees.<br />

This course is required for all new PFT employees.<br />

Prerequisites: IS-100.b or IS-100.FW, Introduction to<br />

Incident Command System, ICS-100; IS-700.a, National<br />

Incident <strong>Management</strong> System (NIMS), An Introduction;<br />

and IS-800.b, National Response Framework (NRF), An<br />

Introduction.<br />

<strong>Course</strong> Length: 4 days<br />

Disaster Contracting (E706)<br />

This course is designed as basic training for any<br />

FEMA Joint Field Office (JFO) Contract Specialist,<br />

most specifically for members of the FEMA<br />

Acquisition/Procurement Disaster Workforce Cadre<br />

or any personnel with FEMA Automated Deployment<br />

Database (ADD) deployment title of Procurement<br />

Unit Leader, Contract Specialist, or Procurement Clerk.<br />

Selection Criteria: This course is for any FEMA<br />

Acquisition/Procurement Disaster Workforce Cadre<br />

member who will serve as a Contract Specialist in<br />

JFO disaster operations or any personnel with FEMA<br />

ADD deployment title of JFO Procurement Unit<br />

Leader, Contract Specialist, or Procurement Clerk.<br />

Approval to attend this course is made by the FEMA<br />

Acquisition/Procurement National Cadre Manager,<br />

or a member of the Office of Procurement/FEMA<br />

Headquarters who can sign on behalf of the<br />

Acquisition/Procurement National Cadre Manager.<br />

The signature of the aforementioned is required. If<br />

the person is also a FEMA Regional employee, the<br />

signature of the FEMA Regional Training Manager is<br />

also required.<br />
