Performance and Needs Analysis (E602)<br />
This course will enable the participant to conduct<br />
a performance and needs analysis. An analysis plan<br />
is developed based on a problem that individuals<br />
bring to the course. The plan is the basis for<br />
conducting a performance and needs analysis. The<br />
results will determine an appropriate intervention<br />
to the problem(s).<br />
Selection Criteria: The primary focus is State Training<br />
Officers, FEMA staff, State Exercise Training Officers,<br />
and other key emergency management trainers.<br />
Prerequisites:<br />
Required: Participants must complete E601,<br />
<strong>Management</strong> and Supervision of Training.<br />
Recommended: Participants also should do research<br />
on a real problem from their department, agency,<br />
or organization.<br />

Instructional Design (E603)<br />
This course will enable participants to develop a<br />
Plan of Instruction (POI). The POI is used to develop<br />
supporting training materials. Participants work<br />
with the performance and needs analysis results<br />
completed after the E602, Performance and Needs Analysis,<br />
course.<br />
During the course, participants will use task analysis<br />
to organize their training and work on a POI.<br />
Activities include analyzing tasks, content, and audience;<br />
writing objectives; planning for participant<br />
and course evaluation; and selecting instructional<br />
strategies and methods.<br />
Selection Criteria: The primary focus is State Training<br />
Officers, FEMA staff, State Exercise Training Officers,<br />
and other key trainers with emergency management<br />
responsibilities.<br />
Prerequisites:<br />
Required: Participants must complete E601,<br />
<strong>Management</strong> and Supervision of Training, and E602,<br />
Performance and Needs Analysis.<br />
Pre-<strong>Course</strong> Work: Since participants will be designing<br />
training based on a performance and needs analysis,<br />
they are required to submit a list of tasks that their<br />
audience should be able to perform at the end of the<br />
training. Reading assignments also are part of precourse<br />
work.<br />
