<strong>Course</strong>s<br />

Every year, natural disasters cause hundreds of<br />

deaths, displace thousands, and cause more than<br />

$50 billion in damages. Some of these disasters<br />

are of a magnitude that the President determines<br />

<strong>Federal</strong> assistance is warranted. When this occurs,<br />

FEMA provides disaster assistance for individuals<br />

and their communities as directed under its statutory<br />

authority, the Robert T. Stafford Disaster Relief<br />

and <strong>Emergency</strong> Assistance Act.<br />

To carry out the provisions of the Stafford Act and<br />

the Post-Katrina <strong>Emergency</strong> <strong>Management</strong> Reform<br />

Act (PKEMRA) of 2006, FEMA must maintain a welltrained<br />

disaster workforce. The workforce must be<br />

capable of performing their jobs in a unified effort<br />

to accomplish a shared mission that involves other<br />

<strong>Federal</strong> agencies; Tribal, State, and local governments;<br />

voluntary agencies; and the private sector. The FEMA<br />

Disaster Workforce is comprised of Permanent Full-<br />

Time (PFT) employees with collateral disaster duties,<br />

Cadre of On-call Response Employees (CORE),<br />

and intermittent Disaster Reservists. The work is<br />

performed at FEMA’s Joint Field Offices (JFOs),<br />

Regional Response Coordination Centers (RRCCs),<br />

National Response Coordination Center (NRCC),<br />

and other sites that support disaster response and<br />

recovery operations.<br />

To build the capabilities of FEMA’s Disaster<br />

Workforce, <strong>EMI</strong> offers a robust curriculum of disaster<br />

operations and recovery training. This training is<br />

aligned to the various positions within FEMA’s 24<br />

disaster cadres. The courses focus on tactics, techniques,<br />

and procedures that are required to carry<br />

out programmatic and functional responsibilities.<br />

They also provide participants the opportunity to<br />

hone the skills required for interagency and intergovernmental<br />

planning and operations. Included in<br />

the curriculum are courses on the Public Assistance<br />

Program, Individual Assistance Program, Operations<br />

including Mission Assignments, Logistics, Planning,<br />

Safety, Security, External Affairs, and Finance<br />

Administration. The courses are offered in residence,<br />

at the FEMA Regional Offices, and at various locations<br />

set up in support of disaster operations. Only those<br />

who meet the required prerequisites and selection<br />

criteria are eligible to attend the training.<br />

Mission Support Curriculum<br />

Joint Field Office (JFO) Finance and<br />

Administration Section Chief Training<br />

(E106)<br />

This course is intended to train and exercise the<br />

experienced JFO Finance and Administration Section<br />

Chief in leadership and management skills to effectively<br />

perform his/her roles and responsibilities as<br />

a member of the management team at a complex<br />

federally declared incident.<br />

After completing this course, the participants will<br />

be able to:<br />

• Demonstrate the skills and abilities essential<br />

for a successful F&A Section Chief, including<br />

leadership, management, problem-solving,<br />

communication, planning, and time<br />

management.<br />

• Accommodate an expanding organization by<br />

identifying management priorities, describing<br />

management strategies for addressing challenges,<br />

projecting staffing levels, and developing an<br />

organizational structure.<br />

• Apply authorities important to the duties of an<br />

F&A Section Chief.<br />

• Identify internal control systems needed to<br />

address fraud, waste, and abuse situations.<br />

Selection Criteria: This course is for any FEMA<br />

Comptroller Disaster Workforce Cadre Member<br />

who has experience serving multiple disasters as<br />

Finance and Administration Section Chief in FEMA<br />

JFO disaster operations or any FEMA national<br />

personnel who experience serving multiple disasters<br />

as Finance and Administration Section Chief in<br />

FEMA JFO disaster operations. The individual should<br />

have completed all or substantially all of the qualifying<br />

criteria to be certified as fully qualified prior to<br />

attending this course. Approval to attend this course<br />
