Congressional Affairs Basic Field <strong>Course</strong><br />

(L369)<br />

This course is designed for delivery at a Joint Field<br />

Office (JFO) and can be used for just-in-time<br />

training. The target audience includes staff working<br />

in a JFO who may have contact with the private<br />

sector. It provides the attendee with the knowledge,<br />

skills, and sensitivities necessary to effectively<br />

perform their duties. This includes applying the<br />

congressional liaison philosophy and procedures<br />

externally, to foster a partnership between Congress<br />

and FEMA, and internally, to advise the <strong>Federal</strong><br />

Coordinating Officer (FCO) and JFO staff. This also<br />

includes supporting the Regions and Headquarters<br />

in their ongoing communications with Congress<br />

and to facilitate information flow between Congress<br />

and the JFO.<br />

Completion of this course does not meet the requirements<br />

necessary for qualification as a Congressional<br />

Affairs Specialist.<br />

Selection Criteria: Open to all working in a Joint Field<br />

Office with preference to External Affairs cadre<br />

members.<br />

Field <strong>Course</strong> (L385)<br />

This course provides new Disaster Assistance<br />

Employees (DAEs) and Cadre of On-call Response<br />

Employees (COREs) with an overview of the “New<br />

FEMA,” the fundamentals of <strong>Emergency</strong> Support<br />

Function (ESF) #15 and the External Affairs concept<br />

for communications, general program overviews, an<br />

overview on working with State partners, writing<br />

and presentation workshops, and an introduction<br />

to specific job functions they will assume and tools<br />

they will use in the field. A variety of exercises, based<br />

on actual situations and incidents, are also included<br />

to help prepare participants for work in the field.<br />

Selection Criteria: This course is open to those working<br />

in the Joint Field Office (JFO) who may interface<br />

with Public Affairs (External Affairs) or serve in a<br />

Public Affairs function.<br />

Prerequisites:<br />

Recommended: Completion of IS-250, <strong>Emergency</strong><br />

Support Function (ESF) #15—External Affairs: A New<br />

Approach to <strong>Emergency</strong> Communication and Information<br />

Distribution.<br />

Advanced Incident Command System<br />

(ICS), Command and General Staff—<br />

Complex Incidents, ICS-400 (E/L400)<br />

This course provides training on and resources for<br />

personnel who require advanced application of<br />

the Incident Command System (ICS). This course<br />

expands upon information covered in ICS-100<br />

through ICS-300 courses. These earlier courses are<br />

prerequisites for ICS-400.<br />

The course objectives are as follows:<br />

• Explain how major incidents engender special<br />

management challenges.<br />

• Describe the circumstances in which an Area<br />

Command is established.<br />

• Describe the circumstances in which multiagency<br />

coordination systems are established.<br />

ICS-400: Instructor Guidelines (in addition to the<br />

General ICS Instructor Guidelines):<br />

1. Successful completion of accredited IS-100.b,<br />

Introduction to the Incident Command System (ICS),<br />

ICS-100; IS-200.b, Incident Command System (ICS)<br />

for Single Resources and Initial Action Incidents, ICS-200;<br />

ICS-300, Intermediate Incident Command System<br />

(ICS) for Expanding Incidents; ICS-400, Advanced<br />

Incident Command System (ICS), Command and General<br />

Staff—Complex Incidents; IS-700.a, National Incident<br />

<strong>Management</strong> System (NIMS), An Introduction; and<br />

IS-800.b, National Response Framework (NRF), An<br />

Introduction.<br />
