Response Operations II—ICS 420 (E/L422)<br />

This course is intended to train and exercise<br />

Command and General staff in leadership and<br />

management skills and to effectively perform their<br />

roles and responsibilities as members of a Type II<br />

Team.<br />

Selection Criteria: IMAT (Incident <strong>Management</strong><br />

Assistance Team) Command and General Staff who<br />

have completed E/L423, Response Operations III—ICS<br />

320.<br />

Required: Completion of E/L423, Response Operations<br />

III—ICS 320.<br />

Response Operations III—ICS 320<br />

(E/L423)<br />

This course is intended to provide FEMA personnel<br />

with the foundation of the <strong>Federal</strong> government’s<br />

role in operational response concepts utilizing<br />

the Incident Action Planning Process, the National<br />

Incident <strong>Management</strong> System (NIMS), and Incident<br />

Command System (ICS) concepts. Participants learn<br />

to develop incident objectives, how to conduct a<br />

strategy meeting, and outline a response organization<br />

based on various scenarios.<br />

Selection Criteria: Joint Field Office (JFO) FEMA<br />

personnel at the Branch Director/Unit Leader and<br />

above and other <strong>Federal</strong> agency personnel.<br />

Prerequisites:<br />

Required: Must have supervisory approval.<br />

Surge Capacity Force (SCF) Staging<br />

Training (E/L/B469)<br />

Surge Capacity Force (SCF) Staging Areas are activated<br />

during periods of intense disaster activity<br />

or multiple events during which FEMA’s response<br />

capabilities, heavily dependent upon manpower, are<br />

severely stressed. In order to ensure FEMA’s ability to<br />

support disaster response and recovery efforts, the<br />

Agency may activate pre-identified, non-emergency<br />

Department of Homeland Security (DHS) component<br />

agencies’ employees (Surge Capacity Force<br />

Personnel). Pre-designated SCF Staging Areas are<br />

established to register, train, and deploy the Surge<br />

Capacity Force. The goal of this course is to successfully<br />

transport, in-process, train, and out-process all<br />

identified Tiered personnel.<br />

Selection Criteria: Participants in this course will be<br />

SCF Specialists.<br />

Prerequisites:<br />

Required: IS-100.b, Introduction to the Incident Command<br />

System (ICS), ICS-100; IS-200.b, Incident Command<br />

System (ICS) for Single Resources and Initial Action Incidents,<br />

ICS-200; IS-700.a, National Incident <strong>Management</strong> System<br />

(NIMS), An Introduction; IS-800.b, National Response<br />

Framework (NRF), An Introduction; and the 3-week<br />

Surge Capacity Force Specialist Training.<br />
