Selection Criteria: FEMA staff assigned the following<br />
disaster job titles: Section Chiefs, Branch Director,<br />
Unit Leader, Division/Group Supervisors, Crew<br />
Leaders, and Strike Team Leaders and Task Force<br />
Leaders. The course is not specific to any function<br />
or cadre.<br />
Prerequisites:<br />
Required: IS-101, Deployment Basics: <strong>Federal</strong> Disaster<br />
Workforce Readiness, and IS-800.b, National Response<br />
Framework (NRF), An Introduction.<br />
Recommended: E292, Disaster Field Operations <strong>Management</strong><br />
(DFOM), and/or E/L269, Managing FEMA Staff on<br />
Disaster Operations.<br />
CEUs: 2.9<br />
Basic FEMA Safety Officer <strong>Course</strong> (E780)<br />
This course is mandatory for all new safety professionals<br />
within the FEMA Safety Cadre. It meets the<br />
Occupational Safety and Health Administration<br />
(OSHA) requirements for what a Safety Officer<br />
must know, what to look for, and how to look for<br />
it. Completion of this course is required for credentialing<br />
in accordance with the National Safety Cadre.<br />
Selection Criteria: Offered to FEMA Disaster Safety<br />
Officers by the Occupational Safety, Health, and<br />
Environmental Office.<br />
Prerequisites:<br />
Required: Member of the Safety Cadre.<br />
<strong>Course</strong> Length: 5 days<br />
CEUs: 3.2<br />
Intergovernmental Affairs Basic (E788)<br />
This is a Basic Intergovernmental Affairs course<br />
for all new FEMA Disaster Reservists entering the<br />
External Affairs Cadre with a specialty in the intergovernmental<br />
affairs component, as well as Disaster<br />
Reservists assigned to other External Affairs cadres<br />
who need cross-training. At the conclusion of the<br />
course, participants will have a basic understanding<br />
of Tribal, territorial, State, and local government<br />

structures as well as the function of intergovernmental<br />
affairs within the FEMA External Affairs<br />
operation at a Joint Field Office.<br />
Selection Criteria: Participant must be a member of<br />
the External Affairs Cadre and have taken E/L/B750,<br />
Policy, Procedure, and Practice for External Affairs–Part 1; L751,<br />
Policy, Procedure, and Practice for External Affairs–Field Internship<br />
Part 1; and L752, Policy, Procedure, and Practice for External<br />
Affairs Field Internship–Part 2.<br />
<strong>Course</strong> Length: 2.5 days (with E/L/B753)<br />
Intergovernmental Affairs Basic Field<br />
<strong>Course</strong> (L790)<br />
This course is designed for delivery at a Joint Field<br />
Office (JFO) and can be used for just-in-time<br />
training. The target audience includes staff working<br />
in a JFO who may have contact with Tribal and/or<br />
local government officials. At the conclusion of the<br />
course, participants will have a basic understanding<br />
of Tribal, territorial, State, and local government<br />
structures as well as the function of intergovernmental<br />
affairs within the FEMA External Affairs<br />
operation at a JFO.<br />
Completion of this course does not meet the<br />
requirements necessary for qualification as an<br />
Intergovernmental Affairs Specialist or Tribal Affairs<br />
Specialist.<br />
Selection Criteria: Open to all working in a Joint Field<br />
Office with preference to External Affairs Cadre<br />
members.<br />
<strong>Course</strong> Length: 2½ days<br />
Security Orientation (E979)<br />
This is an introductory course designed to acclimate<br />
newly hired FEMA Security Specialists to the responsibilities<br />
of their position within a Joint Field Office.<br />
Topics include workplace violence, identity theft,<br />
video surveillance systems, security operations,<br />
security assessments, reports and plans, physical and<br />
personnel security, and an overview on the Security<br />
identification badging and electronic fingerprinting<br />
systems.
