system; review subgrant applications submitted by<br />

sub-applicants; create, submit, and revoke access to<br />

a subgrant application; complete and submit a grant<br />

application; accept award packages; and prepare and<br />

submit quarterly reports.<br />

FEMA Initial Ethics Orientation 2011<br />

(IS-33 .11)<br />

This 1-hour course complies with the U.S. Office of<br />

Government Ethics initial agency ethics orientation<br />

for all employees’ requirements at 5 CFR Section<br />

2638.703.<br />

It includes the following mandatory content:<br />

• The Ethical standards and principles to keep.<br />

• Contact persons including the employee names,<br />

titles, office addresses, and telephone numbers<br />

of the designated agency ethics official and other<br />

agency officials available to advise the employee<br />

on ethics issues.<br />

This course includes the following lessons:<br />

• Lesson 1: <strong>Course</strong> Introduction<br />

• Lesson 2: Conflicts of Interest<br />

• Lesson 3: Misuse of Position or Resources<br />

• Lesson 4: Giving and Accepting Gifts<br />

• Lesson 5: Outside Employment and Activities<br />

Selection Criteria: New FEMA employees are required<br />

to successfully complete this course within 90 days<br />

of their FEMA appointment. In addition, if the FEMA<br />

employee is a reservist, he/she must successfully<br />

complete the training one time every calendar year.<br />

PFT/CORE employees can take this course to meet<br />

the annual Ethics requirement. There are additional<br />

Ethics requirements for all appointees (i.e., noncareer<br />

Presidential or Vice-Presidential appointees,<br />

non-career appointees in the Senior Executive<br />

Service, and Schedule C positions). Appointees will<br />

receive an additional briefing from the FEMA Ethics<br />

Officer.<br />

NOTE: This course code contains a “calendar-year” extension<br />

in order to allow FEMA staff to retake the course as a recurring<br />

requirement. Beginning on January 1, 2012, the course code will<br />

be IS-33.12.<br />

FEMA Safety Orientation (IS-35 .11)<br />

This course is designed to help you understand your<br />

safety rights, responsibilities, and what you can do<br />

to safeguard your own well-being on the job—both<br />

in your regular workplace and during deployments.<br />

New FEMA employees are required to successfully<br />

complete this course within 90 days of their FEMA<br />

appointment. In addition, if the FEMA employee is<br />

a reservist, he/she must successfully complete the<br />

training one time every calendar year. PFT/CORE<br />

employees can take this course to meet the annual<br />

safety requirement.<br />

Upon completing this course, the participant will<br />

be able to:<br />

• Identify safety roles and responsibilities in the<br />

workplace<br />

• Identify potential workplace hazards<br />

• Identify ways to maximize personal safety at the<br />

regular workplace and when deployed<br />

• Identify procedures for responding to<br />

emergencies in the workplace<br />
