Manager, or a member of the Office of Chief Financial<br />

Officer/FEMA Headquarters who can sign on behalf<br />

of the FEMA National Comptroller Cadre Manager.<br />

The signature of the aforementioned is required. If<br />

the person is also a FEMA Regional employee, the<br />

signature of the FEMA Regional Training Manager is<br />

also required.<br />

Required: E778, Joint Field Office (JFO) Middle Managers<br />

Training, E292, Disaster Field Operations <strong>Management</strong><br />

(DFOM), and E/L269, Managing FEMA Staff on Disaster<br />

Operations.<br />

Recommended: IS-100.b, Introduction to the Incident<br />

Command System (ICS), ICS-100; IS-200.b, Incident<br />

Command System (ICS) for Single Resources and Initial<br />

Action Incidents, ICS-200; IS-700.a, National Incident<br />

<strong>Management</strong> System (NIMS), An Introduction; IS-800.b,<br />

National Response Framework (NRF), An Introduction; and<br />

IS-101, Deployment Basics: <strong>Federal</strong> Disaster Workforce<br />

Readiness.<br />

Joint Field Office (JFO) Procurement Clerk<br />

Training (E113)<br />

This course is intended to teach the FEMA JFO<br />

Procurement Clerk position his/her responsibilities<br />

of files management, correct procedure when<br />

filing and working with JFO Contracting Folders,<br />

JFO Purchase Card Folders, and how to maintain<br />

spreadsheets that track costs in the FEMA JFO<br />

Procurement Unit. This course also teaches the<br />

FEMA JFO Procurement Clerk how to work in the<br />

online environment, and in general support of the<br />

FEMA JFO Contracting Specialist.<br />

Selection Criteria: This course is for any FEMA<br />

Acquisition/Procurement Disaster Workforce Cadre<br />

Member who will serve as a JFO Procurement Clerk<br />

in JFO disaster operations or any personnel with an<br />

ADD deployment title of Procurement Unit Leader,<br />

Contract Specialist, or Procurement Clerk. Approval to<br />

FEdErAL EmErgENCy mANAgEmENT AgENCy 110<br />

attend this course is made by the FEMA Acquisition/<br />

Procurement National Cadre Manager, or a member of<br />

the Office of Procurement/FEMA Headquarters who<br />

can sign on behalf of the Acquisition/Procurement<br />

National Cadre Manager. The signature of the aforementioned<br />

is required. If the person is also a FEMA<br />

Regional employee, the signature of the FEMA<br />

Regional Training Manager is also required.<br />

Operations Section Chief (OSC) (E/L196)<br />

This course is designed for FEMA staff who have the<br />

title of Operations Section Chief (trainee or above) or<br />

Branch Director in Automated Deployment Database<br />

(ADD). The course is intended to be a component of<br />

the OSC credentialing process and provide the classroom<br />

training portion to prepare and enhance the<br />

participant’s knowledge and skills as a Type II OSC<br />

in a Type II disaster.<br />

<strong>Course</strong> objectives:<br />

1. Define the responsibilities and tasks as<br />

outlined in the OSC Position Task Book (PTB).<br />

2. Demonstrate knowledge of the legal framework/policies<br />

relevant to the OSC.<br />

3. Demonstrate the role of the OSC in the<br />

Incident Action Planning Process.<br />

4. Identify the OSC decisionmaking steps in<br />

responding to request for <strong>Federal</strong> assistance.<br />

5. Provide solutions to operations issues<br />

regarding FEMA disaster programs and<br />

dealing with the other JFO sections.
