Mission Support Curriculum<br />

The <strong>Emergency</strong> <strong>Management</strong> <strong>Institute</strong>’s (<strong>EMI</strong>’s)<br />

Mission Support curriculum provides training<br />

and education for <strong>Federal</strong>, Tribal, State, and local<br />

personnel involved in mission support activities<br />

during the response and recovery phases of a<br />

disaster. The curriculum emphasizes the functions<br />

involved in mission support activities that can be<br />

applied to all hazards. Recent disasters illustrate the<br />

need to have disaster response and recovery plans<br />

and to provide training for disaster workers on their<br />

roles, responsibilities, functions, and procedures in<br />

disasters. The Mission Support curriculum provides<br />

a focus on those roles which support the disaster<br />

response and provides such training and education<br />

to workers at the <strong>Federal</strong>, Tribal, State, and local<br />

levels of government and allied organizations.<br />

Instructional Presentation and Evaluation<br />

Skills (E/L141)<br />

This 3-day course addresses the practicalities of<br />

conducting successful interactions, managing the<br />

classroom experience, and making presentations. It<br />

covers the basics of adult learning and of training<br />

evaluation for those wanting more experience in<br />

this area.<br />

Participants have several opportunities to practice<br />

presentation and instructional skills, first as spokespersons<br />

for small groups, and then during short duo<br />

presentations, 3-minute individual presentations,<br />

and finally 20-minute individual presentations using<br />

material related to their own programs or functions.<br />

A large number of job aids is provided, to help in<br />

application of training skills. Participants should<br />

come to class with materials from a pre-existing<br />

FEMA course which is related to their work.<br />

Selection Criteria: FEMA Cadre Subject Matter Experts<br />

who have been given the responsibility to deliver<br />

instruction in the field.<br />

FEdErAL EmErgENCy mANAgEmENT AgENCy 52<br />

State Coordinating Officer (E208)<br />

This course provides key State staff with updated<br />

information on the disaster assistance process and<br />

programs. The focus is on management issues the<br />

SCO may face in relationship with <strong>Federal</strong>, State,<br />

local, and Tribal partners in the Joint Field Office<br />

(JFO) and <strong>Emergency</strong> Operations Center (EOC).<br />

Selection Criteria: State and FEMA staff who have<br />

disaster management responsibilities such as <strong>Federal</strong><br />

Coordinating Officers, Individual Assistance Officers,<br />

Public Assistance Officers, State Hazard Mitigation<br />

Officers, State Public Information Officers, State<br />

Coordinating Officers, and others who have a key or<br />

lead disaster management assignment.<br />

Prerequisite:<br />

Required: IS-208, State Disaster <strong>Management</strong>, completed<br />

through the Independent Study Program.<br />

Advanced Public Information Officers<br />

(E388)<br />

This advanced course builds on the foundations<br />

established in Basic Public Information Officer (PIO)<br />

(G290) by focusing on PIO responsibilities in largescale<br />

emergency situations. This is accomplished<br />

through a series of lectures and simulation exercises.<br />

Topics include legal issues, risk communication,<br />

interpersonal skills, and effective communication in<br />

emergencies, media relations, and use of the Joint<br />

Information System (JIS).<br />

Selection Criteria: Full- and part-time public information<br />

personnel who have completed Basic Public<br />

Information Officer (PIO) (G290). This recommended<br />

requirement can be waived for those individuals<br />

who have extensive experience in public information<br />

activities. Waiver requests must be submitted<br />

to Admissions and approved in writing before an<br />

application will be accepted.
