Implementing the Defense Priorities and<br />
Allocations System (DPAS) (IS-246 .11)<br />
This course describes specific procedures for using<br />
Defense Priorities and Allocations System (DPAS)<br />
priority ratings for contracts and orders that support<br />
FEMA programs. The course emphasizes the critical<br />
role DPAS plays in support of FEMA’s mission. The<br />
course describes DPAS priority ratings, the placement<br />
of rated orders, the roles of FEMA employees<br />
in the DPAS process, and how to address DPAS<br />
challenges.<br />
Selection Criteria: This course is mandatory for DPAS<br />
Officers—FEMA personnel who are designated by<br />
FEMA management to fulfill DPAS Officer functions.<br />
The course is also strongly recommended for:<br />
• Program officials responsible for directing the<br />
placement of DPAS-rated orders and making<br />
FEMA program and procurement policy and<br />
decisions,<br />
• Contracting Officers/Specialists who will be<br />
primary points of contact with prime contractors<br />
on DPAS issues and who may be responsible for<br />
determining DPAS activity eligibility, and<br />
• Anyone interested in learning more about DPAS.<br />
Prerequisites:<br />
Required: IS-245.a, Introduction to the Defense Priorities<br />
and Allocations System (DPAS).<br />

NOTE: This course code contains a “calendar-year” extension<br />
in order to allow FEMA staff to retake the course as a recurring<br />
requirement. Beginning on January 1, 2012, the course code will<br />

<strong>Emergency</strong> Support Function (ESF) #15—<br />
External Affairs: A New Approach to<br />
<strong>Emergency</strong> Communication and<br />
Information Distribution (IS-250)<br />
The goal of this course is to provide basic training<br />
on the concept and practical application of the<br />
<strong>Emergency</strong> Support Function #15 (ESF #15)<br />
Standard Operating Procedures to all FEMA External<br />
Affairs staff, regardless of duty station, as well as to<br />
staff in all other agency divisions and <strong>Federal</strong>, Tribal,<br />
State, local, and Voluntary Organizations Active in<br />
Disaster (VOAD) partners.<br />
This course is offered as an Independent Study<br />
course, with an optional conference call session available<br />
to participants who have additional questions.<br />
Participants view videos online in conjunction with<br />
using the L250 Participant Manual and web-based<br />
resources to complete the final exam online. Upon<br />
completion of this course, the participant will have a<br />
better understanding of how ESF #15 is activated and<br />
how the External Affairs concept helps make incident<br />
communication more integrated, comprehensive,<br />
and empowered. The course is intended for use by<br />
FEMA External Affairs staff and all <strong>Federal</strong> agencies<br />
that are signatories of the National Framework Plan<br />
(NFP). Additionally, State and local partners that may<br />
adopt the External Affairs/ESF #15 concept may find<br />
this course helpful in its implementation.<br />

Preservation Compliance (IS-253)<br />
This interactive computer-based course is designed to:<br />
• Provide the user with the basic background and<br />
practical knowledge needed to participate in<br />
FEMA’s environmental and historic preservation<br />
review process.<br />
• Help the user understand how the<br />
environmental/historic preservation review<br />
process applies to various job responsibilities<br />
within FEMA’s programs.
