State Individual Assistance (IA) Operations<br />
(E357)<br />
This course is designed for State-level staff responsible<br />
for coordinating and administering IA to those<br />
affected by emergencies or disasters. It is intended<br />
to enable participants to coordinate State response<br />
and recovery operations for individuals and families.<br />
Upon completing this course, the participant will<br />
be able to:<br />
• Define IA operations during response to and<br />
recovery from Presidential-declared emergencies<br />
and disasters.<br />
• Differentiate between short- and long-term<br />
disaster assistance.<br />
• Describe IA programs and administration<br />
requirements.<br />
• Demonstrate program authority and eligibility.<br />
• Demonstrate the sequence of service delivery.<br />
• Highlight partnerships and information-sharing.<br />
Selection Criteria: State-level staff responsible for coordinating<br />
and administering IA to those affected by<br />
emergencies or disasters.<br />

Required: ICS-100, Introduction to the Incident Command<br />

State Public Assistance (PA) Operations<br />
(E376)<br />
This course provides State, local, and Tribal staffs<br />
with an overview of FEMA’s Public Assistance (PA)<br />
Program, process, and policies. <strong>Course</strong> topics include<br />
introduction to program laws, regulations and policies,<br />
PA process, grants management, eligibility,<br />
hazard mitigation in the PA program, compliance<br />
with other <strong>Federal</strong> laws and regulations, and project<br />
formulation.<br />
Selection Criteria: State, Tribal, and local government<br />
personnel responsible for administering Public<br />
Assistance grants.<br />

Required: IS-630, Introduction to the Public Assistance (PA)<br />

Understanding the <strong>Emergency</strong><br />
<strong>Management</strong> Assistance Compact (EMAC)<br />

This course enables emergency management<br />
personnel and response and recovery personnel<br />
from all political jurisdictions to more effectively<br />
understand, activate, implement, and utilize the<br />
EMAC system.<br />
The goal of this course is to introduce emergency<br />
management personnel and response and recovery<br />
personnel from all political jurisdictions to the<br />
EMAC process and assist them in gaining familiarity<br />
and competency with the EMAC system so<br />
that when an event occurs that requires activation of<br />
the EMAC system, they know how to proceed, and<br />
what documentation and sources of information<br />
to use for guidance in order to maximize use of all<br />
available resources.<br />
Selection Criteria: <strong>Emergency</strong> management personnel<br />
and response and recovery personnel from all political<br />
jurisdictions who can be legally deployed through<br />
