Managing FEMA Staff on Disaster<br />
Operations (E/L269)<br />
This course provides FEMA managers and supervisors,<br />
including PFTs and Disaster Reservists who<br />
work in the Joint Field Office (JFO) and other<br />
disaster operation facilities, with the knowledge and<br />
skills to perform their staff management responsibilities<br />
more effectively and with greater confidence.<br />
Individuals must complete the Myers-Briggs Type<br />
Indicator (MBTI) Instrument and should have JFO<br />
experience.<br />
Selection Criteria: FEMA managers and supervisors<br />
including PFTs and Disaster Reservists.<br />
Prerequisites:<br />
Required: Must have disaster field experience in the<br />
JFO or other FEMA disaster support facility and<br />
have a supervisory role as a disaster manager/<br />
supervisor. Completion of the MBTI and submission<br />
to <strong>EMI</strong> at least 2 weeks prior to the course.<br />

<strong>Management</strong> of Individual Assistance (IA)<br />

This course gives participants the tools needed to<br />
provide the best service to disaster victims based<br />
on the New FEMA vision of being the Nation’s preeminent<br />
emergency management agency.<br />
The primary audience for this course is FEMA,<br />
nationwide Individual Assistance (IA) staff including<br />
IA Branch Directors, IA Group Supervisors, as well as<br />
Operations Section Chiefs and <strong>Federal</strong> Coordinating<br />
Officers.<br />
Selection Criteria: Participants should have served<br />
in one disaster operations field position as Group<br />
Supervisor or Team Leader.<br />

Introduction to Mission Assignment (MA)<br />
Processing (E347)<br />
The purpose of this course is to provide FEMA<br />
personnel with an in-depth introduction to the<br />
Mission Assignment (MA) process including MA<br />
Issuance, Execution, Billing, and Closeout. The<br />
participants also receive training on the Request<br />
Action Tracking System (RATS) web-based tracking<br />
tool and the eCAPs software program.<br />
Selection Criteria: FEMA staff consisting of MA<br />
Managers and Specialists, Action Trackers–<br />
Operations, Operations Section Chiefs, and Branch<br />
Directors, Logistics, and Finance staff as appropriate.<br />
Prerequisites:<br />
Required: Completion of IS-293, Mission Assignment<br />
(MA) Overview, course or at the approval of the<br />
FEMA Region or <strong>EMI</strong> <strong>Course</strong> Manager.<br />
Recommended: L348, Orientation to Mission Assignments.<br />

Orientation to Mission Assignments (L348)<br />
The purpose of this course is to provide FEMA, other<br />
<strong>Federal</strong> agency program and finance staff, and the<br />
State emergency managers with the key Mission<br />
Assignment (MA) concepts and the knowledge to<br />
carry out their assigned responsibilities. The course<br />
is intended to be offered to members of the Regional<br />
Interagency Steering Committee (RISC) and FEMA<br />
Headquarters ESF Leader’s Group (ESFLG).<br />
Selection Criteria: FEMA, other <strong>Federal</strong> agency staff,<br />
and State emergency management staff.<br />
Prerequisites:<br />
Required: Completion of IS-293, Mission Assignment<br />
(MA) Overview, or at the approval of the FEMA<br />
Region or <strong>EMI</strong> <strong>Course</strong> Manager.<br />
