Surge Capacity Force (SCF) Liaison<br />
Training (E/L/B470)<br />
During a disaster, FEMA’s response operations must<br />
effectively acquire and distribute resources. In order<br />
to ensure FEMA’s ability to support disaster response<br />
and recovery efforts, the agency may activate preidentified,<br />
non-emergency DHS component agencies’<br />
employees as Surge Capacity Force Personnel. The<br />
goal of this course is to provide participants with<br />
the knowledge, skill, and tools needed to function<br />
as a Surge Capacity Force Liaison with DHS agencies.<br />
Prerequisites:<br />
Required: IS-100.b, Introduction to the Incident Command<br />
System (ICS), ICS-100; IS-200.b, Incident Command<br />
System (ICS) for Single Resources and Initial Action Incidents,<br />
ICS-200; IS-700.a, National Incident <strong>Management</strong> System<br />
(NIMS), An Introduction; IS-800.b, National Response<br />
Framework (NRF), An Introduction; and the 3-week<br />
Surge Capacity Force Specialist Training.<br />

Public Assistance (PA) Cost Estimating<br />
Format (E/L480)<br />
This course focuses on the understanding and use<br />
of the Public Assistance (PA) Cost Estimating Format<br />
(CEF) spreadsheet and is specifically designed for<br />
participants with a background and experience in<br />
engineering and construction estimating who will<br />
be called upon to apply CEF (for estimating and/or<br />
reviewing large PA projects) in the field.<br />
Selection Criteria: FEMA PA Project Specialists, Technical<br />
Specialists, and PAC Crew Leaders with experience<br />
in engineering and construction estimating who are<br />
responsible for estimating and/or reviewing large<br />
PA projects.<br />
Prerequisites:<br />
Required: E/L381, Project Specialist, or IS-631, Public<br />
Assistance (PA) Operations I, prior to October 1, 2009.<br />

Individual Assistance (IA) Direct Housing<br />
Manager (E491)<br />
This course is designed to provide the Individuals<br />
and Households Program (IHP)/Direct Housing<br />
Assistance and other essential FEMA staff with the<br />
knowledge and skills necessary to manage a Direct<br />
Housing Assistance mission.<br />
Selection Criteria: The course is designed for FEMA<br />
Individual Assistance (IA) personnel who manage<br />
Direct Housing missions. These staffs may include<br />
the following: IA Branch Director, Direct Housing<br />
Group Supervisor, <strong>Federal</strong> Coordinating Officer<br />
(FCO), Direct Housing Manager, and IA Technical<br />
Assistance Contractor (TAC) Manager.<br />
Prerequisites:<br />
Recommended: It is recommended that participants<br />
have basic knowledge of Individual Assistance<br />
programs, 44 CFR 206, Subpart D, and the<br />
Robert T. Stafford Disaster Relief and <strong>Emergency</strong><br />
Assistance Act, as amended. It is also recommended<br />
that participants have field experience in<br />
a Direct Housing Operation.<br />

<strong>Federal</strong> Staging Area (FSA) Operations<br />
(E660)<br />
This course trains FEMA, Other <strong>Federal</strong> Agency<br />
(OFA), and other key personnel in the setup,<br />
management, and operation of a <strong>Federal</strong> Staging<br />
Area (FSA). Participants will learn and practice standard<br />
procedures in the areas essential to the success<br />
of FSA operations, including:<br />
• Activating the site<br />
• Laying out the site by commodity and traffic flow<br />
• Establishing communications<br />
• Assembling a team<br />
• Establishing essential services for team and driver<br />
support<br />
• Receiving and issuing commodities<br />
