State/Local/Tribal Field<br />

<strong>Course</strong>s<br />

A significant portion of our training is conducted<br />

by State emergency management agencies, under<br />

cooperative agreement with FEMA. Not all of the<br />

courses listed in the State/Local/Tribal Field section<br />

of this catalog are offered in each State every year.<br />

Contact the appropriate State office of emergency<br />

management to obtain dates of course offerings and<br />

other information on training activities. The address<br />

and phone numbers for State and Regional Training<br />

Offices are listed at the back of this catalog.<br />

National <strong>Emergency</strong><br />

<strong>Management</strong> Academy<br />

The National <strong>Emergency</strong> <strong>Management</strong> Academy will<br />

be the entry-point for individuals pursuing a career<br />

in emergency management. Similar to “basic” academies<br />

operated by the fire and law enforcement<br />

communities, the National <strong>Emergency</strong> <strong>Management</strong><br />

Academy will offer a foundational education in emergency<br />

management while providing an opportunity<br />

for students to build camaraderie, establish professional<br />

contacts, and gain a common understanding<br />

of the roles, responsibilities, and authorities of an<br />

emergency management program.<br />

The National <strong>Emergency</strong> <strong>Management</strong> Academy will<br />

consist of a combination of new and existing <strong>EMI</strong><br />

courses, including the <strong>Emergency</strong> <strong>Management</strong> <strong>Institute</strong><br />

(<strong>EMI</strong>) Professional Development Series, and will include<br />

instruction on the National Incident <strong>Management</strong><br />

System as well as other key doctrines and legal authorities.<br />

Graduation from the Academy will require the<br />

completion of the following four courses. Certificates<br />

of training completion will be issued at the end of each<br />

course. A certificate for Academy graduates will be issued<br />

upon completion of the entire series of courses.<br />

• Foundations of <strong>Emergency</strong> <strong>Management</strong> - an entry-level<br />

introductory course consisting of approximately<br />

88 hours of training contact and 19 hours of<br />

independent study prerequisites.<br />

• Science of Disasters, including instruction on<br />

All-Hazards Threat and Analysis and Risk<br />

Assessment (16 hours)<br />

• <strong>Emergency</strong> Planning (16 hours)<br />

• Exercise Design (16 hours)<br />

In 2012, the Academy curriculum will be packaged to<br />

permit delivery by <strong>Federal</strong> <strong>Emergency</strong> <strong>Management</strong><br />

Agency (FEMA) in-residence at <strong>EMI</strong> and by the States<br />

at their own training and education facilities.<br />

FEMA/<strong>Federal</strong> Partners<br />

<strong>Course</strong>s<br />

Providing performance-based disaster operations<br />

and recovery training for FEMA’s Disaster Workforce<br />

is a key mission for <strong>EMI</strong>. <strong>EMI</strong> works with FEMA’s<br />

Disaster Workforce Cadre Managers and Program<br />

Offices to identify training priorities and positionspecific<br />

training that is linked to the requirements<br />

defined by the FEMA Qualification System (FQS).<br />

<strong>EMI</strong>’s training approach is focused on learning and<br />

relevance, with the objective of strengthening the<br />

capabilities of FEMA’s Disaster Workforce so they are<br />

ready when disaster strikes.<br />

Other <strong>Federal</strong> Agency (OFA) personnel with<br />

specific roles and functions outlined in the National<br />

Response Framework (NRF) also participate in<br />

<strong>EMI</strong>’s disaster operations and recovery training.<br />

Training with allied <strong>Federal</strong> partners is critical to<br />

fostering common understandings, integrated operating<br />

procedures, communications, and a unified<br />

response and recovery effort.<br />
