Building Design for Homeland Security for<br />

Continuity of Operations (COOP) Train-the-<br />

Trainer (TTT) (E/L156)<br />

This course covers the content of FEMA 426, Reference<br />

Manual to Mitigate Potential Terrorist Attacks Against Buildings<br />

and FEMA 452, FEMA: A How-To Guide to Mitigate Potential<br />

Terrorist Attacks. This course is being offered to <strong>Federal</strong><br />

Executive Branch officials and State officials with<br />

Continuity of Operations (COOP) responsibilities.<br />

This course outlines a methodology to determine the<br />

risk of a building’s critical functions and infrastructure<br />

against various terrorist threats and highlights<br />

applicable protective measures. The course considers<br />

explosive blast and chemical, biological, and radiological<br />

attacks, and identifies protective measures for<br />

site and building design and layout. The course also<br />

provides guidance on electronic security systems.<br />

This training includes a “Train-the-Trainer” module<br />

to equip the managers to train the course to others.<br />

Upon completion of this course, participants should<br />

be able to:<br />

• Understand the design approaches to mitigate<br />

manmade hazards that have the greatest<br />

applicability and benefit for specific threats;<br />

• Train other COOP stakeholders to include<br />

Program Managers and Facility/Security Officers.<br />

Selection Criteria: FEMA will accept participants representing<br />

their <strong>Federal</strong>/State department or agencies’<br />

COOP Program Office, Facility <strong>Management</strong>, and<br />

Security <strong>Management</strong> sections.<br />

Prerequisites:<br />

Recommended: Completion of IS-546.a, Continuity of<br />

Operations (COOP) Awareness, or IS-547.a, Introduction to<br />

Continuity of Operations (COOP).<br />

Advanced Floodplain <strong>Management</strong><br />

Concepts (E194)<br />

This advanced floodplain management course is a<br />

dynamic and interactive instruction that covers the<br />

following four topics in detail:<br />

1. National Flood Insurance Program (NFIP)<br />

Floodplain Rules and Regulations in Depth<br />

(1 day).<br />

2. Letter of Map Change (LOMC) - Procedures<br />

for Applying and Floodplain <strong>Management</strong><br />

Implications (1 day).<br />

3. Roles and Responsibilities of the Local<br />

Floodplain Manager (1 day).<br />

4. Preparing for Post-Disaster Responsibilities<br />

(1 day).<br />

Each topic is designed to be discussed and reviewed<br />

in greater detail than the basic course. Developed<br />

and real-life scenarios will be examined and exercises<br />

will be conducted in each section to make sure<br />

participants not only understand the rules and regulations<br />

but also why they are in place and how to<br />

apply them in the particular topic areas. This course<br />

is exercise rich and participants can expect to be<br />

engaged throughout the course.<br />

Selection Criteria: Certified Floodplain Managers<br />

(CFM) or community officials with 2 years of fulltime<br />

floodplain management experience. <strong>Federal</strong>,<br />

State, Tribal, and local officials will take precedence.<br />

Prerequisites:<br />

Recommended: Participants should have completed<br />

E273, Managing Floodplain Development Through the<br />

National Flood Insurance Program (NFIP).<br />
