Selection Criteria: Participants should have served<br />

as: a deputy OSC (or OSC) on a Type III Disaster<br />

(two deployments); branch director (<strong>Emergency</strong><br />

Services/Individual Assistance or Public Assistance)<br />

on a Level II or I disaster (two deployments); and<br />

have a written recommendation/endorsement by<br />

the Department of Defense (DOD) Division Director<br />

or FEMA Headquarters.<br />

Equal Rights Officer Update <strong>Course</strong> (E217)<br />

This course explains changes in Equal Employment<br />

Opportunity and Civil Rights laws and policies<br />

through a series of presentations and exercises.<br />

Selection Criteria: Current Equal Rights Officers.<br />

External Affairs Planning and Products/<br />

Joint Information Center Basic Training<br />

(E249)<br />

This is a basic Public Affairs course for all new FEMA<br />

Disaster Reservists entering the External Affairs<br />

Cadre with a specialty in the Public Affairs component,<br />

as well as Disaster Reservists assigned to other<br />

External Affairs cadres who need cross-training. At<br />

the conclusion of the course, participants will have<br />

a basic understanding of the process and procedures<br />

of FEMA Products and Planning as well as operations<br />

of the FEMA Joint Information Center (JIC).<br />

This course is offered concurrently with E/L/B753,<br />

Policy, Procedure, and Practice for External Affairs–Capstone.<br />

Selection Criteria: Participant must be a member of<br />

the External Affairs Cadre and have taken E/L/B750,<br />

Policy, Procedure, and Practice for External Affairs–Part 1; L751,<br />

Policy, Procedure, and Practice for External Affairs–Field Internship<br />

Part 1; and L752, Policy, Procedure, and Practice for External<br />

Affairs–Field Internship Part 2.<br />

<strong>Course</strong> Length: 2½ days with E/L/B753, Policy,<br />

Procedure, and Practice for External Affairs–Capstone.<br />

Human Resources (HR) Operations<br />

(E/L/B259)<br />

The purpose of this course is to provide Human<br />

Resources Unit leaders, HR Unit managers, and<br />

supervisors on a disaster operation with the knowledge<br />

and skills required to perform management<br />

and leadership responsibilities more effectively and<br />

with greater confidence.<br />

After completing this course, participants will be<br />

able to:<br />

• Explain how the relationship theory can<br />

contribute to a greater understanding of self<br />

and others within the context of the disaster<br />

operations environment.<br />

• Apply appropriate leadership styles to specific<br />

disaster situations.<br />

• Apply strategies for effective communication in<br />

disaster operations.<br />

• Apply strategies for managing the performance<br />

and conduct of disaster staff.<br />

• Practice useful techniques for building and<br />

maintaining cohesive teams in disaster operations.<br />

• Describe the disaster manager’s role in managing<br />

stress in disaster operations.<br />

Selection Criteria: The target audience for this course<br />

includes managers and supervisors of FEMA’s<br />

Human Resources Cadre (from both Headquarters<br />

and the Regions). The course will be offered to<br />

Permanent Full-Time (PFT) employees, Cadre of<br />

On-call Response Employees (CORE), and Disaster<br />

Reservists. All must have had at least one disaster<br />

assignment as an HR Unit Leader or HR Unit<br />

Manager before attending the course.<br />
