Dams Sector: Security Awareness (IS-871)<br />
This is the second course in the Dams Sector webbased<br />
training series. The purpose of this series of<br />
courses is to provide owners and operators with<br />
information pertaining to security awareness,<br />
protective measures, and crisis management.<br />
This course provides information to enhance the<br />
ability to identify security concerns, coordinate<br />
proper response, and establish effective partnerships<br />
with local law enforcement and first responder<br />
communities. The training course describes<br />
common security vulnerabilities, potential indicators<br />
of threats, surveillance detection, and reporting<br />
of incidents and suspicious activities.<br />
At the end of this course, the participants will be<br />
able to:<br />
• Describe the mission and partners of the Dams<br />
Sector.<br />
• Identify the common characteristics of dams.<br />
• Describe the consequences of dam failures.<br />
• Describe common security vulnerabilities and<br />
interdependencies that affect the Dams Sector.<br />
• Describe potential terrorist threats and targets<br />
related to the Dams Sector.<br />
• Identify terrorist surveillance objectives and<br />
methodologies.<br />
• Identify indicators of surveillance and other<br />
suspicious activities.<br />
• Identify indicators of weapons, explosives,<br />
chemical, biological, and radiological threats.<br />
• Describe the process for reporting incidents.<br />
• Identify the strengths and weaknesses in a sample<br />
report narrative.<br />
IS-870, Dams Sector: Crisis <strong>Management</strong>, is a prerequisite<br />
for this course and is available on the Independent<br />
Study web site.<br />
NOTE: Due to the sensitivity of the information provided within<br />
this course, it has been designated as “For Official Use Only” and<br />
is only accessible through the Homeland Security Information<br />
Network–Critical Sectors (HSIN-CS) Dams Portal, which serves<br />

as the primary mechanism with which dam and levee stakeholders<br />
exchange information, both at the “For Official Use Only”<br />
and non-sensitive levels, during steady-state operations. The portal,<br />
managed by the Dams Sector-Specific Agency, promotes effective<br />
information collection and dissemination among sector partners in<br />
<strong>Federal</strong>, State, and local agencies, as well as the private sector. The<br />
portal provides trusted and vetted public and private representatives,<br />
including owners and operators, access to a number of resources,<br />
including training courses.<br />
Those who do not currently have access to the HSIN-CS Dams<br />
Portal must contact the Dams Sector-Specific Agency within the<br />
Office of Infrastructure Protection/U.S. Department of Homeland<br />
Security to request and be considered for access to the training<br />
course.<br />

Dams Sector: Protective Measures<br />
(IS-872)<br />
This is the third course in the Dams Sector web-based<br />
training series. The purpose of this series of courses<br />
is to provide owners and operators with information<br />
pertaining to security awareness, protective<br />
measures, and crisis management.<br />
This course addresses protective measures related to<br />
physical, cyber, and human elements, and describes<br />
the importance of these measures as components of<br />
an overall risk management program. The training<br />
course describes the basic elements of the risk<br />
management model, and discusses the steps required<br />
to develop and implement an effective protective<br />
program.<br />
At the end of this course, the participants will be<br />
able to:<br />
• Describe the mission of the Dams Sector.<br />
• Describe the steps for establishing a protective<br />
program.<br />
• Identify the elements of the risk management<br />
model.<br />
• Describe strategies for reducing risk.
