State Volunteer and Donations<br />

<strong>Management</strong> (E289)<br />

This course teaches the components of a volunteer<br />

and donations management program to be administered<br />

at the State level during a large-scale disaster.<br />

<strong>Course</strong> participants will be equipped to prepare a<br />

program for their State to effectively manage unaffiliated<br />

volunteers, unsolicited donations of goods,<br />

and offers of undesignated cash. The course content<br />

and activities also serve as a plan template, thereby<br />

increasing continuity among States and their voluntary<br />

agency partners. This training also provides<br />

information regarding FEMA’s volunteer and donations<br />

management responsibilities and helps build<br />

relationships between government and non-profit<br />

organizations.<br />

Selection Criteria: Priority will be given to States who<br />

send a team of participants: the State Volunteer/<br />

Donations Coordinator and leading stakeholders<br />

of statewide voluntary organizations. Each FEMA<br />

Region is invited to send a Human Services staff<br />

member. Other invitees include <strong>Federal</strong>, State, territorial,<br />

and Tribal emergency managers.<br />

Prerequisites:<br />

Required: IS-288, The Role of Voluntary Agencies in<br />

<strong>Emergency</strong> <strong>Management</strong>.<br />

Recommended: IS-100.b, Introduction to the Incident<br />

Command System (ICS), ICS-100; IS-230.a, Fundamentals<br />

of <strong>Emergency</strong> <strong>Management</strong>; IS-700.a, National Incident<br />

<strong>Management</strong> System (NIMS), An Introduction; and<br />

knowledge of and experience with Voluntary<br />

Organizations Active in Disaster (VOAD).<br />

Crisis Counseling Assistance and Training<br />

Program: Training State Trainers (E352)<br />

This course is designed to provide States, U.S.<br />

Territories, or federally recognized Tribal organizations<br />

with a cadre of trainers who have the<br />

knowledge and tools necessary to conduct standardized<br />

trainings for the Crisis Counseling Assistance<br />

and Training Program. After this class, participants<br />

will train grant-supported crisis counselors to<br />

carry out individual and group crisis counseling,<br />

basic education and support, referral, community<br />

networking, and public education for disaster survivors<br />

and affected communities.<br />

Selection Criteria: Individuals who are selected by<br />

or who are State and Territory Disaster Behavioral<br />

Health Coordinators. These individuals should be<br />

experienced trainers and knowledgeable and experienced<br />

in the Crisis Counseling Program (CCP).<br />

Final selection will be jointly authorized by FEMA<br />

and the Substance Abuse and Mental Health Services<br />

Administration.<br />

Basic Crisis Counseling Grant Program<br />

<strong>Course</strong> (E354)<br />

This course is designed to provide mental health<br />

departments of States, U.S. Territories, or federally<br />

recognized Tribal organizations with the knowledge<br />

and tools necessary to successfully complete<br />

the CCP Grant applications in order to manage a CCP<br />

during a Presidentially declared disaster. Training<br />

topics include the CCP Grant application process,<br />

grant reporting requirements, disaster mental health<br />

concepts, and organizational aspects of disaster<br />

response.<br />

NOTE: This course does not provide instruction on crisis counseling<br />

or stress management techniques.<br />

Selection Criteria: State mental health personnel who,<br />

following a qualifying Presidential declaration<br />

of disaster, are responsible for preparing the CCP<br />

Grant application on behalf of the State, Territory,<br />
