Incident Command System<br />

(ICS) All-Hazards Position-<br />

Specific Train-the-Trainer<br />

(TTT) Program Curriculum<br />

Selection Criteria Train-the-Trainer: The major purpose<br />

for the All-Hazards Position-Specific Train-the-<br />

Trainer (TTT) Program is to train and develop a<br />

cadre of instructors capable of teaching the classes<br />

within the States and local regions. This training<br />

will support the overall mission of the program<br />

in furthering the development of Type III and IV<br />

Incident <strong>Management</strong> Teams (IMTs) trained to deal<br />

with regionalized and local incidents. All personnel<br />

who successfully complete NIMS ICS All-Hazards<br />

Position-Specific Train-the-Trainer classes will have<br />

their names added to the existing national database<br />

of All-Hazards Position-Specific instructors for the<br />

appropriate course(s) of instruction.<br />

The following courses of instruction must have been<br />

successfully completed by the applicant prior to<br />

gaining entrance into the program:<br />

1. IS-700.a, National Incident <strong>Management</strong> System, An<br />

Introduction;<br />

2. IS-800.b, National Response Framework (NRF), An<br />

Introduction;<br />

3. IS-701.a, Multi-Agency Coordination System (MACS)<br />

<strong>Course</strong>;<br />

4. IS-100.b, Introduction to the Incident Command System<br />

(ICS), ICS-100, and IS-200.b, Incident Command<br />

System (ICS) for Single Resources and Initial Action<br />

Incidents, ICS-200; and<br />

5. ICS-300, Intermediate Incident Command System<br />

(ICS) for Expanding Incidents, and ICS-400, Advanced<br />

Incident Command System (ICS), Command and General<br />

Staff—Complex Incidents, or equivalent.<br />

<strong>Course</strong> Length: The length of each Position-Specific<br />

Train-the-Trainer course and related information is<br />

noted in the course descriptions as follows:<br />

NIMS ICS All-Hazards Position Specific:<br />

Communications Unit Leader (COML)<br />

Train-the-Trainer (TTT) (E/L949)<br />

This course helps attendees establish the essential<br />

core competencies required for performing the<br />

duties of the Communications Unit Leader (COML)<br />

during an all-hazards incident. This course addresses<br />

all responsibilities appropriate to a COML operating<br />

in a local- or State-level All-Hazards Incident<br />

<strong>Management</strong> Team (AHIMT). These responsibilities<br />

include the collection, processing, and dissemination<br />

of information as needed to facilitate Operations of<br />

Command, General Staff, and Unit Leader positions<br />

within the confines of a Type III AHIMT. The course<br />

is an instructor-led training program that supports<br />

learning through discussion, lecture, and active<br />

participation in multiple exercises. By requiring<br />

attendees to bring a Communications Unit Leader<br />

Kit to the instruction, the course provides a realistic,<br />

hands-on approach to mastering the skills of<br />

a COML.<br />

Selection Criteria: NIMS ICS All-Hazards Position-<br />

Specific train-the-trainer (TTT) training should be<br />

completed by personnel who are regularly assigned<br />

to functional, support, or unit leader positions on<br />

United States Fire Administration (USFA) or other<br />

Type III AHIMTs.<br />

Required: ICS-300, Intermediate Incident Command System<br />

(ICS) for Expanding Incidents; ICS-400, Advanced Incident<br />

Command System (ICS), Command and General Staff—<br />

Complex Incidents; IS-100.b, Introduction to the Incident<br />

Command System (ICS), ICS-100; IS-200.b, Incident<br />

Command System (ICS) for Single Resources and Initial Action<br />

Incidents, ICS-200; IS-700.a, National Incident <strong>Management</strong><br />

System (NIMS), An Introduction; and IS-800.b, National<br />

Response Framework (NRF), An Introduction.<br />
