Introduction to FEMA Office of Chief<br />

Counsel (OCC) Field Operations—<br />

Response, Recovery, and FEMA OCC<br />

Cadre Deployment (E/L713)<br />

This 4-day course provides new FEMA legal staff<br />

with the skills required to provide effective legal<br />

support during response and recovery operations.<br />

After completion of this course, participants will<br />

have a basic understanding of FEMA’s statutory and<br />

regulatory framework, the interface between FEMA<br />

Headquarters OCC and field operations, and the roles<br />

and responsibilities of the field legal staff. In addition,<br />

they will have a basic knowledge of substantive<br />

topics including disaster declarations, response<br />

operations including <strong>Federal</strong> agency authorities,<br />

coordination of <strong>Federal</strong> support, mission assignment<br />

and grant assistance for emergency protective<br />

measures, insular area considerations, records<br />

requests (Freedom of Information Act [FOIA] and<br />

Privacy Act), and recovery operations including<br />

public assistance, individual assistance, and hazard<br />

mitigation, Tribal relations, and environmental and<br />

historic preservation concerns.<br />

Selection Criteria: FEMA Office of Chief Counsel<br />

(OCC) staff.<br />

Advanced Field Attorney Training (E714)<br />

The purpose of this course is to update the Field<br />

Attorneys based on the last year’s lessons learned<br />

which will allow them to be better able to perform<br />

their responsibilities of ensuring that field operations<br />

are consistent with the Stafford Act, other laws,<br />

regulations, and Agency policy and standards. The<br />

Field Attorneys provide timely onsite legal advice<br />

to ensure that <strong>Federal</strong> Coordinating Officer and<br />

program staff decisions are legally sound and fiscally<br />

responsible.<br />

Selection Criteria: The target audience will include<br />

employees of the FEMA Field Attorney Cadre and<br />

the FEMA Office of Chief Counsel (OCC).<br />

<strong>Course</strong> Length: 4 days<br />

Comptroller Basic (E716)<br />

This course is required for any person serving as<br />

a FEMA Comptroller in FEMA Joint Field Office<br />

(JFO) operations prior to their deployment in<br />

this position. The course is a specific overview of<br />

FEMA systems, grants programs, National Response<br />

Framework (NRF), National Incident <strong>Management</strong><br />

System (NIMS) structure, and Units that report to<br />

the Finance and Administration Section (Human<br />

Resources [HR], Procurement, Training, and Cost<br />

Unit).<br />

Selection Criteria: This course is for any FEMA<br />

Comptroller Disaster Workforce Cadre member who<br />

will serve as Finance and Administration Section<br />

Chief in FEMA JFO disaster operations or any FEMA<br />

national personnel who will serve as a Finance and<br />

Administration Section Chief in FEMA JFO disaster<br />

operations. Approval to attend this course is made by<br />

the FEMA National Comptroller Cadre Manager, or<br />

a member of the Office of Chief Financial Officer/<br />

FEMA Headquarters who can sign on behalf of the<br />

FEMA National Comptroller Cadre Manager. The<br />

signature of the aforementioned is required. If the<br />

participant is also a FEMA Regional employee, the<br />

signature of the FEMA Regional Training Manager is<br />

also required.
