If you are accepted as an MEPP candidate, you will<br />
be enrolled in a specific MEPP series. You are not<br />
permitted to enroll in other MEPP series. Each MEPP<br />
series consists of three (3) resident courses at <strong>EMI</strong><br />
on the campus of the National <strong>Emergency</strong> Training<br />
Center (NETC) in Emmitsburg, Maryland. You must<br />
complete the training requirements in this order:<br />
1. E132, Discussion-Based Exercise Design and Evaluation<br />
2. E133, Operations-Based Exercise Design and Evaluation<br />

3. E136, Operations-Based Exercise Development <strong>Course</strong><br />

Discussion-Based Exercise Design and<br />
Evaluation (E132)<br />
This course is designed for Master Exercise<br />
Practitioner Program (MEPP) Candidates exercise<br />
staff to acquire knowledge and skills and to<br />
demonstrate proficiencies necessary to successfully<br />

egies—including classroom lectures, exercise case<br />
studies, exercise workshops, and performancebased<br />
proficiency demonstrations—are used to<br />
challenge the participants to function effectively<br />
in exercise planning teams using HSEEP tools and<br />
templates. Team members must then conduct these<br />
exercises in simulated exercise environments, and<br />
complete the exercise evaluation and improvement<br />
planning phases of the exercise process. Exercise<br />
activities include the conduct of exercise seminars,<br />
workshops, and tabletop exercises. At the<br />
conclusion of the course, participants are given<br />
instructions and guidance to complete a take-home<br />
Proficiency Demonstration (PRODEM), which must<br />
be completed and submitted at the beginning of the<br />
second MEPP course.<br />
Selection Criteria: Participation in this course is limited<br />
to <strong>EMI</strong> Resident MEPP Candidates. <strong>EMI</strong> Resident<br />
MEPP Candidates are selected from all levels of<br />
government (local, State, Trust Territories, Tribal<br />
Nations, the Department of Homeland Security<br />
[DHS], and other <strong>Federal</strong> agencies) and are representative<br />
of emergency management/emergency<br />
services personnel whose responsibilities include<br />
emergency management exercises. This includes<br />
exercise training officers; emergency managers;<br />
emergency services personnel from fire, emergency<br />
medical, hospitals, public/environmental health,<br />
law enforcement, public works/utilities, community<br />
service/volunteer agencies; and private entities<br />
who participate in emergency services/emergency<br />
management exercise planning teams, design and<br />
development, control/simulation, and evaluation<br />
teams or manage exercise programs.<br />
