Selection Criteria: This course is a credentialing requirement<br />

for all Environmental and Historic Preservation<br />

(EHP) job titles at the Fully Qualified level. Non-EHP<br />

FEMA Program staff may attend with the Office of<br />

Environmental Planning and Historic Preservation<br />

Headquarters or Regional Environmental Officer<br />

approval.<br />

Prerequisites:<br />

Required: L/IS-253, Coordinating Environmental and<br />

Historic Preservation Compliance; knowledge and<br />

experience with FEMA’s programs; working<br />

knowledge of environmental and historic preservation<br />

laws, regulations, and Executive Orders<br />

that dictate environmental compliance.<br />

Coordinating Environmental and Historic<br />

Preservation Compliance (L253)<br />

This course is usually delivered in the field and<br />

provides an introduction to FEMA’s Environmental<br />

and Historic Preservation (EHP) compliance<br />

responsibilities. Upon completion of this course,<br />

participants should have a basic knowledge of<br />

<strong>Federal</strong> EHP laws; be able to outline FEMA’s responsibilities<br />

under these laws; know how to access<br />

EHP resources and staff; and be able to identify and<br />

address EHP issues where they arise in FEMA projects.<br />

The goal is not necessarily to provide participants<br />

with all the skills and knowledge needed to successfully<br />

assume the duties and responsibilities of an<br />

Environmental, Historic Preservation, or Floodplain<br />

<strong>Management</strong> Specialist. This course is also available<br />

online as an Independent Study (IS) course through<br />

the <strong>Emergency</strong> <strong>Management</strong> <strong>Institute</strong>’s (<strong>EMI</strong>) virtual<br />

Selection Criteria: This introductory course is a credentialing<br />

for all EHP Cadre members. FEMA program staff,<br />

FEMA Technical Assistance Contractors, and State/<br />

Tribal and community representatives who require<br />

a basic knowledge of the EHP compliance process<br />

may also attend with the Office of Environmental<br />

Planning and Historic Preservation Headquarters or<br />

Regional Environmental Officer approval.<br />

staff, EHP specialists, State <strong>Emergency</strong> <strong>Management</strong><br />

Program staff, FEMA’s Technical Assistance<br />

knowledge of FEMA’s environmental and historic<br />

preservation compliance process. Participants are<br />

expected to possess a basic knowledge of FEMA’s<br />

Public Assistance and Mitigation programs prior<br />

to taking this course.<br />

<strong>Management</strong> Information System (<strong>EMI</strong>S)<br />

Train-the-Trainer (TTT) (E255)<br />

FEMA’s Environmental and Historic Preservation<br />

(EHP) Section uses an independent web-based<br />

system to review and document environmental and<br />

historic preservation compliance for FEMA disaster<br />

and non-disaster programs that are submitted<br />

to eGrants or <strong>Emergency</strong> <strong>Management</strong> Mission<br />

Integrated Environment (EMMIE). This course is<br />

designed to prepare EHP staff for the field delivery<br />

of <strong>EMI</strong>S Training to the EHP Cadre, and focuses on<br />

<strong>EMI</strong>S functionality and effective training strategies.<br />

Selection Criteria: This course is only open to EHP<br />

Cadre members who have approval from the Office<br />

of Environmental Planning and Historic Preservation<br />

Headquarters and/or FEMA Regional Environmental<br />

Officers.<br />
