External Affairs Overview Field <strong>Course</strong><br />

(E/L731)<br />

This course is designed to provide an overview of<br />

the External Affairs concept, enhancing participants’<br />

knowledge and appreciation of the critical function<br />

each External Affairs component plays in delivering<br />

information and messages to FEMA’s core audiences.<br />

Through informational units on organizational<br />

structure, workshops on specific job functions, and<br />

exercises and case studies based on actual disaster<br />

scenarios, participants will gain a practical understanding<br />

of FEMA’s new approach to public disaster<br />

communications—identified as one of the Agency’s<br />

core competencies.<br />

<strong>Course</strong> Length: 2 days<br />

External Affairs Private Sector Basic Field<br />

<strong>Course</strong> (L737)<br />

This course is designed for delivery at a Joint Field<br />

Office (JFO) and can be used for just-in-time training.<br />

The target audience includes staff working in JFOs<br />

who may have contact with the private sector. At<br />

the conclusion of the course, participants will have<br />

a basic understanding of the function of the private<br />

sector within the FEMA External Affairs operation<br />

at a JFO.<br />

Completion of this course does not meet the requirements<br />

necessary for qualification as a Private Sector<br />

Specialist.<br />

Selection Criteria: Open to all working in a Joint Field<br />

Office with preference to External Affairs Cadre<br />

members.<br />

<strong>Course</strong> Length: 2½ days<br />

External Affairs Private Sector Basic<br />

(E738)<br />

This is a basic private sector course for all new FEMA<br />

Disaster Reservists entering the External Affairs<br />

Cadre with a specialty in the private sector component,<br />

as well as Disaster Reservists assigned to other<br />

External Affairs cadres who need cross-training. At<br />

the conclusion of the course, participants will have<br />

a basic understanding of the function of the private<br />

sector within the FEMA External Affairs operation at<br />

a Joint Field Office.<br />

This course is offered concurrently with E/L/B753,<br />

Policy, Procedure, and Practice for External Affairs–Capstone.<br />

Selection Criteria: Participant must be a member of<br />

the External Affairs Cadre and have taken E/L/B750,<br />

Policy, Procedure, and Practice for External Affairs–Part 1; L751,<br />

Policy, Procedure, and Practice for External Affairs–Field Internship<br />

Part 1; and L752, Policy, Procedure, and Practice for External<br />

Affairs–Field Internship Part 2.<br />

<strong>Course</strong> Length: 2.5 days (with E/L/B753)<br />

Policy, Procedure and Practice for External<br />

Affairs–Part 1 (E/L/B750)<br />

This is a multipart course designed to provide the<br />

knowledge and tools necessary to perform job<br />

functions in FEMA External Affairs and <strong>Emergency</strong><br />

Support Function (ESF) #15 operations. Taken<br />

sequentially, the course will prepare participants to<br />

work seamlessly with other External Affairs functions<br />

in delivering comprehensive, integrated, and<br />

unified messages to all stakeholders.<br />

Part one is an introductory-level course focusing on<br />

FEMA reservist policies related to External Affairs.<br />

It provides participants an understanding of FEMA<br />

programs, operations at a Joint Field Office (JFO),<br />

and the functions outlined within the ESF #15 standard<br />

operating procedures.<br />
