Civil Rights and FEMA Disaster Assistance<br />

(IS-21 .11)<br />

This course provides an orientation to civil rights,<br />

including the laws that govern civil rights and strategies<br />

that will help FEMA employees protect the civil<br />

rights of those we serve. Each year, in January, this<br />

course will be updated with the new calendar year<br />

information. Required for all FEMA employees every<br />

calendar year for 2 years, then every other year.<br />

By the end of this course, participants will be able to:<br />

• Identify the purpose of the FEMA Civil Rights<br />

program and the protections it offers.<br />

• Identify strategies to ensure the civil rights of<br />

FEMA customers.<br />

NOTE: This course code contains a “calendar-year” extension<br />

in order to allow FEMA staff to retake the course as a recurring<br />

requirement. Beginning on January 1, 2012, the course code will<br />

be IS-21.12.<br />

Are You Ready? An In-Depth Guide to<br />

Citizen Preparedness (IS-22)<br />

This course has been designed to help the citizens<br />

of this Nation learn how to protect themselves and<br />

their families against all types of hazards. It can be<br />

used as a reference source or as a step-by-step basic<br />

preparedness manual. The focus of the content is<br />

on how to develop, practice, and maintain emergency<br />

plans that reflect what must be done before,<br />

during, and after a disaster to protect people and<br />

their property. Also included is information on how<br />

to assemble a disaster supplies kit that contains the<br />

food, water, and other supplies in sufficient quantity<br />

for individuals and their families to survive.<br />

There are real benefits to being prepared.<br />

• Being prepared can reduce fear, anxiety, and<br />

losses that accompany disasters. Communities,<br />

families, and individuals should know what<br />

to do in the event of a fire and where to seek<br />

shelter during a tornado. They should be ready to<br />

evacuate their homes and take refuge in public<br />

shelters and know how to care for their basic<br />

medical needs.<br />

• People also can reduce the impact of disasters<br />

and sometimes avoid the danger completely<br />

through such actions as flood proofing, elevating<br />

a home, moving a home out of harm’s way,<br />

and securing items that could shake loose in an<br />

earthquake.<br />

basic knowledge of the elements of custodial officer<br />

responsibilities. This course is mandatory for the<br />

Accountable Property Officer credentialing process<br />

and is only available to FEMA staff. It is accessible<br />

through the FEMA Employee Knowledge Center<br />

(FEKC).<br />

Basic Property <strong>Management</strong> (IS-25)<br />

This course is designed to provide participants with<br />

basic knowledge of the elements of property management.<br />

This course is mandatory for the Accountable<br />

Property Officer credentialing process and is only<br />

available to FEMA staff. It is accessible through the<br />

FEMA Employee Knowledge Center (FEKC).<br />

Prerequisites:<br />

Required: IS-23, Custodial Officer Training.<br />
