FEMA Situation Unit Leader (SITL)<br />

This course provides participants with the knowledge<br />

and skills to successfully perform Situation<br />

Unit Leader (SITL) position-specific tasks during a<br />

disaster operation.<br />

Selection Criteria: Must be a trainee in this position<br />

(SITL) and have been issued the Position Task Book<br />

by a certifying Official, as outlined in the FEMA<br />

Qualification System (FQS).<br />

Prerequisites:<br />

Required: Proficiency in Microsoft Word, Excel,<br />

and PowerPoint, and an active Homeland Security<br />

Information Network (HSIN) account.<br />

Recommended: ICS-300, Intermediate Incident Command<br />

System (ICS) for Expanding Incidents; IS-700.a, National<br />

Incident <strong>Management</strong> System (NIMS), An Introduction;<br />

and IS-800.b, National Response Framework (NRF), An<br />

Introduction;<br />

FEMA Incident <strong>Management</strong> and Support<br />

Keystone Workshop (E/L821)<br />

This workshop is for FEMA personnel assigned to<br />

Command and General Staff, NRCC Directors, and<br />

RRCC Managers to establish a common perspective<br />

that guides FEMA incident management, support,<br />

and planning. This common perspective is built on<br />

past experiences and beliefs. In addition, this workshop<br />

will enable participants to communicate the<br />

principles, tenets, and concepts that comprise the<br />

FEMA doctrine to others.<br />

The workshop goal is to provide FEMA personnel with<br />

a common perspective (doctrine) from which to:<br />

• Direct response operations.<br />

• Organize, plan, train, and equip for, as well as<br />

conduct incident management and support.<br />

• Prepare for and conduct planning activities in<br />

FEMA response operations.<br />

At the end of this workshop, participants will be able<br />

to communicate the principles, tenets, and concepts<br />

that comprise the FEMA response doctrine to others.<br />

Selection Criteria: Participants must be assigned to<br />

Command and General Staff positions, which include<br />

rostered IMAT members, <strong>Federal</strong> Coordinating<br />

Officers, External Affairs Officers, Safety Officers,<br />

Liaison Officers, Executive Officers, Operations<br />

Section Chiefs, Planning Section Chiefs, Logistics<br />

Section Chiefs, Finance/Administration Section<br />

Chiefs, and deputies to any of these positions.<br />

Participants may also include NRCC/RRCC directors,<br />

managers, section chiefs, and deputies.<br />

Recommended: IS-800.b, National Response Framework<br />

(NRF), An Introduction.<br />

<strong>Course</strong> Length: 1 day<br />

Fundamentals of <strong>Management</strong> and<br />

Support Coordination of <strong>Federal</strong> Disaster<br />

Operations (E/L822)<br />

This 16-hour course is designed to provide fundamental<br />

knowledge of the application of the<br />

National Incident <strong>Management</strong> System (NIMS),<br />

National Response Framework (NRF), and Incident<br />

<strong>Management</strong> and Support Keystone in a <strong>Federal</strong><br />

disaster environment.<br />

<strong>Course</strong> Goals:<br />

• Comprehend the <strong>Federal</strong> role within NIMS and<br />

the NRF.<br />

• Comprehend FEMA Incident <strong>Management</strong> and<br />

Support Functions.<br />

• Prepare for assignments in the Joint Field Office<br />

(JFO), Regional Response Coordination Center<br />

(RRCC), and National Response Coordination<br />

Center (NRCC).<br />
