Curriculum<br />

Debris Technical Specialist (E/L201)<br />

This course addresses duties and responsibilities<br />

for managing, overseeing, or monitoring debris<br />

removal during disaster response and recovery. It<br />

prepares FEMA field staff for the resolution of debris<br />

removal issues after a disaster declaration.<br />

Selection Criteria: FEMA Public Assistance (PA) Group<br />

Supervisors, PA Task Force Leader, Public Assistance<br />

Coordinator (PAC) Crew Leader, PA Project Specialist,<br />

and PA Technical Specialist.<br />

Prerequisites:<br />

Required: E/L381, Project Specialist, or IS-631, Public<br />

Assistance (PA) Operations I, prior to October 1, 2009.<br />

<strong>Course</strong> Length: 3 days<br />

CEUs: 2.1<br />

<strong>Emergency</strong> Support Function (ESF) #14—<br />

FEMA/State Long-Term Community<br />

Recovery (LTCR) (E211)<br />

This course introduces the ESF #14 FEMA/State<br />

LTCR concept to managers, key field operations staff,<br />

emergency management personnel, and response<br />

and recovery personnel from various components.<br />

This course is designed to enable the target audience<br />

to convene, coordinate, implement, and deactivate<br />

ESF #14 FEMA/State LTCR.<br />

Selection Criteria: This course is designed for primary<br />

and secondary target audiences. The primary<br />

audience includes key staff with management<br />

responsibilities in ESF #14 and LTCR operations<br />

within:<br />

Primary Audience<br />

FEMA: Recovery Division Staff; ESF #14 Liaisons,<br />

ESF #14 Regional Coordinators, ESF #14 Leads, ESF<br />

#14 Field Team Staff, <strong>Federal</strong> Coordinating Officers<br />

(FCOs), and Intra-Agency Partners (PA, Mitigation,<br />

Planning).<br />

Secondary Audience<br />

Primary Agencies: ESF #14 Representatives from U.S.<br />

Department of: Commerce, Housing and Urban<br />

Development; Treasury; and Homeland Security<br />

as well as Small Business Administration, National<br />

Working Group members, and Incident Support Team<br />

members. They will be admitted on space availability.<br />

Prerequisites:<br />

Required: All participants are to have completed the<br />

NIMS baseline ICS courses, including: IS-100.b,<br />

Introduction to the Incident Command System (ICS),<br />

ICS-100; IS-200.b, Incident Command System (ICS)<br />

for Single Resources and Initial Action Incidents, ICS-200;<br />

IS-700.a, National Incident <strong>Management</strong> System (NIMS),<br />

An Introduction; IS-800.b, National Response Framework<br />

(NRF), An Introduction; and IS-814, <strong>Emergency</strong> Support<br />

Function (ESF) #14—Long-Term Community Recovery.<br />

<strong>Course</strong> Length: 4 days<br />

CEUs: 2.4<br />

406 Hazard Mitigation (E/L239)<br />

This course is designed to educate Public Assistance<br />

staff about the use of mitigation assistance provided<br />

under Section 406 of the Robert T. Stafford Act.<br />

<strong>Course</strong> topics include coordination with other<br />

<strong>Federal</strong> programs, hazard mitigation methods and<br />

practices, mitigation measures by disaster type,<br />

benefit-cost analysis, and document preparation.<br />

Selection Criteria: FEMA Public Assistance (PA) Group<br />

Supervisors, PA Task Force Leader, PAC Crew Leader,<br />

PA Project Specialist, PA Technical Specialist, and<br />

State/Tribal staff responsible for administering the<br />

PA program.<br />

Prerequisites:<br />

Recommended: IS-631, Public Assistance (PA) Operations<br />

I, prior to October 1, 2009, or E/L381, Project<br />

Specialist (for FEMA staff) or E376, State Public<br />

Assistance (PA) Operations, (for State/Tribal Staff).<br />
