Community Relations (CR) Basic<br />

(E/L/B277)<br />

This course prepares FEMA External Affairs<br />

Community Relations (CR) component staff with<br />

the skills and abilities to perform effectively as CR<br />

Specialists. This course is required as part of E/L/<br />

B753, Policy, Procedure, and Practice for External Affairs–<br />

Capstone, to receive credentialing credit.<br />

Selection Criteria: Participants in this course will be<br />

members of the External Affairs Cadre who have<br />

successfully completed E/L/B750, Policy, Procedure, and<br />

Practice for External Affairs–Part 1; L751, Policy, Procedure, and<br />

Practice for External Affairs–Field Internship Part 1; and L752,<br />

Policy, Procedure, and Practice for External Affairs–Field Internship<br />

Part 2, and are either new reservists without basic<br />

component-specific training or who are training in<br />

a new component of External Affairs.<br />

This course is offered concurrently with E/L/B753,<br />

Policy, Procedure, and Practice for External Affairs–Capstone.<br />

Prerequisites:<br />

Required: E/L/B750, Policy, Procedure, and Practice for<br />

External Affairs–Part 1; L751, Policy, Procedure, and Practice<br />

for External Affairs–Field Internship Part 1; and L752,<br />

Community Relations (CR) Advanced<br />

(E/L/B280)<br />

This course prepares FEMA Assistant External Affairs<br />

Officers–Community Relations (AEAO–CR) to lead<br />

and direct CR staff in the field. This course provides<br />

opportunities for individuals to practice skills in<br />

management and leadership, conflict management,<br />

coaching as a function of management, building<br />

partnerships, and decision making.<br />

Selection Criteria: The primary audience is limited<br />

to current AEAO–CR and CR Unit Leaders who are<br />

being mentored to become AEAO–CR.<br />

NOTE: Members of the <strong>Federal</strong> Coordinating Officer (FCO) and<br />

Incident <strong>Management</strong> Assistance Team (IMAT) cadres and other<br />

select FEMA cadres may be considered if space is available in the<br />

class. Such candidates must be nominated by their respective cadre<br />

manager and will be subject to approval by the CR course manager<br />

and/or the National CR Cadre manager.<br />

Required: Successful completion of E/L/B753,<br />

Policy, Procedure, and Practice for External Affairs–Capstone<br />

and E/L/B277, Community Relations (CR) Basic.<br />

Disaster Field Training Operations (DFTO)<br />

Orientation (E283)<br />

This course focuses on the knowledge and skills<br />

needed to serve as a DFTO training specialist or<br />

technician.<br />

Selection Criteria: FEMA reservists with position titles<br />

of training specialists and technicians from the<br />

Regions or Headquarters.<br />

Prerequisites:<br />

Required: IS-101, Deployment Basics: <strong>Federal</strong> Disaster<br />

Workforce Readiness.<br />
