Policy, Procedure and Practice for External<br />

Affairs–Capstone (E/L/B753)<br />

This is the final session of the multipart course<br />

designed to provide the knowledge and tools necessary<br />

to perform job functions in FEMA External<br />

Affairs and <strong>Emergency</strong> Support Function (ESF) #15<br />

operations.<br />

The Capstone for this series will allow participants<br />

to share experiences of deployment, discuss best<br />

practices learned, and further apply this knowledge<br />

in a final-day exercise conducted jointly<br />

with all components. Participants will also receive<br />

component-specific training during this week by<br />

participating in one of the following courses:<br />

• E/L/B249, External Affairs Planning and Products/Joint<br />

Information Center Basic Training<br />

• E/L/B277, Community Relations (CR) Basic<br />

• E/L/B368, Congressional Affairs Basic<br />

• E/L/B738, Private Sector Basic<br />

• E766, Resource Support Basic<br />

• E768, External Affairs Photo/Video Basic<br />

• E788, Intergovernmental Affairs Basic<br />

Selection Criteria: Participants in this course will be<br />

members of the External Affairs Cadre who have<br />

successfully completed E/L/B750, Policy, Procedure, and<br />

Practice for External Affairs–Part 1; L751, Policy, Procedure, and<br />

Practice for External Affairs–Field Internship Part 1; and L752,<br />

Policy, Procedure, and Practice for External Affairs–Field Internship<br />

Part 2 and are either new reservists without basic<br />

component specific training or who are training in<br />

a new component of External Affairs.<br />

Joint Field Office (JFO) Middle Managers<br />

Training (E778)<br />

<strong>Course</strong> Purpose<br />

This course enhances the readiness of FEMA middle<br />

managers and their organizations with emphasis<br />

on management and leadership, and accessing<br />

resources. This course does not focus on how to be,<br />

for example, an Individual Assistance (IA) Branch<br />

Director or a Resource Unit Leader.<br />

<strong>Course</strong> Objectives<br />

At the end of this course, participants will be able to:<br />

• Describe the basic tenets of the National Incident<br />

<strong>Management</strong> System (NIMS), Incident Command<br />

System (ICS), and disaster response and recovery.<br />

• Explain the FEMA response lifecycle and the<br />

organizational structure.<br />

• Determine the roles and responsibilities of<br />

middle managers in disaster response and<br />

recovery.<br />

• Recognize the importance of middle<br />

management participation in planning.<br />

• Demonstrate an ability to handle administrative<br />

requirements of managers.<br />

• Identify elements of resource and personnel<br />

management unique to disasters.<br />

• Exhibit effective management skills and<br />

leadership abilities at the level expected of a<br />

middle manager.<br />
