Selection Criteria: Individuals who may assume a<br />

supervisory role in expanding incidents or Type 3<br />

incidents.<br />

NOTE: During a Type 3 incident, some or all of the Command<br />

and General Staff positions may be activated, as well as Division/<br />

Group Supervisor and/or Unit Leader level positions. These incidents<br />

may extend into multiple operational periods.<br />

Prerequisites:<br />

Required: IS-100.b, Introduction to the Incident<br />

Command System (ICS), ICS-100; IS-200.b,<br />

Incident Command System (ICS) for Single<br />

Resources and Initial Action Incidents, ICS-200;<br />

IS-700.a, National Incident <strong>Management</strong> System<br />

(NIMS), An Introduction; and IS-800.b, National<br />

Response Framework (NRF), An Introduction.<br />

Recommended: Experience using concepts and principles<br />

from ICS-100 and ICS-200 in a response or<br />

exercise.<br />

<strong>Course</strong> Length: 18 hours<br />

This course is also currently available from your State Training<br />

Officer as a State/local/Tribal field (G) delivered course.<br />

Human Resources (HR) Specialist<br />

(E/L/B325)<br />

This course enables participants to function successfully<br />

as Human Resources (HR) Specialists. Because<br />

all HR positions are closely related in responsibilities<br />

in carrying out the HR function within the<br />

Joint Field Office (JFO), this course is also designed<br />

to provide all HR personnel with a baseline of HR<br />

knowledge at a disaster.<br />

Selection Criteria: The primary audience is limited<br />

to members of the FEMA Human Resources (HR)<br />

Cadre who have been assigned as a Human Resources<br />

Specialist in a JFO and who are being mentored to<br />

be HR Unit Leaders and Managers and have course<br />

manager approval. HR Specialists who apply must<br />

submit a letter of reference from a mentor with<br />

their application. They will have at least one of the<br />

following Position Task Book titles: HR Specialist, HR<br />

FEdErAL EmErgENCy mANAgEmENT AgENCy 114<br />

Unit Leader, or HR Unit Manager. The course will be<br />

offered to Permanent Full-Time (PFT) employees,<br />

Cadre of On-call Response Employees (CORE), and<br />

Disaster Reservists.<br />

Required: IS-100.b, Introduction to the Incident Command<br />

System (ICS), ICS-100; IS-101, Deployment Basics: <strong>Federal</strong><br />

Disaster Workforce Readiness; IS-200.b, Incident Command<br />

System (ICS) for Single Resources and Initial Action Incidents,<br />

ICS-200; IS-700.a, National Incident <strong>Management</strong> System<br />

(NIMS), An Introduction; and IS-800.b, National Response<br />

Framework (NRF), An Introduction.<br />

<strong>Course</strong> Length: 4 days<br />

Congressional Affairs Specialist (E368)<br />

This course provides FEMA employees assigned to<br />

work as Congressional Affairs Specialists at a Joint<br />

Field Office (JFO) with the knowledge, skills, and<br />

sensitivities necessary to effectively perform their<br />

duties. This includes applying the congressional<br />

liaison philosophy and procedures externally, to<br />

foster a partnership between Congress and FEMA,<br />

and internally, to advise the <strong>Federal</strong> Coordinating<br />

Officer (FCO) and JFO staff. This also includes<br />

supporting the Regions and Headquarters in their<br />

ongoing communications with Congress and to<br />

facilitate information flow between Congress and<br />

the JFO.<br />

This course is offered concurrently with E/L/B753,<br />

Policy, Procedure, and Practice for External Affairs–Capstone.<br />

Selection Criteria: Participant must be a member of<br />

the External Affairs Cadre and have taken E/L/B750,<br />

Policy, Procedure, and Practice for External Affairs–Part 1; L751,<br />

Policy, Procedure, and Practice for External Affairs–Field Internship<br />

Part 1; and L752, Policy, Procedure, and Practice for External<br />

Affairs–Field Internship Part 2.<br />

<strong>Course</strong> Length: 2½ days with E/L/B753, Policy,<br />

Procedure, and Practice for External Affairs–Capstone.
