- The registry of authorisation of outward processing regime shall at least contain the following
information/conditions to be automatically cross-checked:
o registration number of authorisation, which shall be used for the cross-check of information from
box 44 of export declaration for outward processing regime,
o holder of authorisation, which shall be used for the cross-check of information from box 14 of export
declaration for outward processing regime,
o full address of the holder of authorisation, which shall be used for the cross-check of information
from box 14 of export declaration for outward processing regime,
o time of validity of authorisation (from – until), which shall be used for the cross-check of
information from box 54 of export declaration for outward processing regime,
o date of actual record of the authorisation,
o date of annulment of the authorisation, which shall be used for the cross-check of information from
box 54 of export declaration for outward processing regime,
o type of outward-processing relief arrangement (processing system or standard exchange system),
o list of goods to be released for export regime of outward processing regime by the holder of
authorisation (positive enumeration), which shall be used for the cross-check of information from
boxes 31 and 33 of export declaration for outward processing regime,
o description of outward processing operations (processing of goods),
o provisions concerning rates of yield,
o means and methods of identification of goods in question and of means of customs supervision,
o period within which the goods should be re-imported after the outward processing regime,
o customs office of export, where the goods will be released for inward processing regime,
o security to be provided by the holder of authorisation, i.e. type of guarantee (comprehensive
guarantee or individual guarantee), which shall be used for import of replacement products within
standard exchange system,
o whether the simplified procedure of local clearance is used when the goods are released for outward
processing regime, including the time for automatic release of goods for the regime,
o full text of the actual wording of authorisation,
o history of the authorisation.
- The regular controls of conditions for granting a particular authorisation shall be registered by this subapplication.
The time limit between these control shall be set up by Macedonian customs administration
and it shall be controlled by this sub-application,
- All authorisations of outward processing regime shall be visible at all levels of Macedonian customs
administration. The authorisation shall be created, amended and cancelled only by a competent customs
office.
4.1.2.5 Electronic communications in export regimes
- The electronic communications in export regime is granted according to the Articles 71 letter b) and 89
para. 1 of Customs Law 1 and the Articles 4, 5, 109 para. 2, 129 - 131 of Customs Law Implementing
Regulation 2 .
- The electronic communications in export regime shall be divided into the following types:
o electronic communication of a declarant with the customs office of export (i.e. lodging of electronic
export declaration and connected messages),
o electronic communication of an exit authority with the customs office of exit (i.e. ending of export
regime and connected messages).
- The basic element for the electronic communication is the registry of e-signatures used by traders. This
registry could be a part of each authorisation for electronic communication, but it is not practical, due to
the fact that the issuing, changing or cancelling of authorisation is a legal act with all consequences,
including the necessary time. Based on that it is more convenient to issue so called Parameters of
