o actual amount of reference amount of guarantee,
o whether the guarantee is not blocked.
- Where the goods are released for transit regime the amount of possible customs debt (calculated or
estimated at the customs office of departure) shall be debited from the actual amount of reference
amount of comprehensive guarantee.
- Where the actual amount of reference amount of comprehensive guarantee is not sufficient to cover the
possible customs debt (calculated or estimated at the customs office of departure) on declared goods, this
comprehensive guarantee shall be blocked and this information shall be sent from the Guarantee
management sub-application:
o to the CDPS to inform the customs officer at the customs office of departure,
o via the CDPS to the principal.
- Where the goods have been presented at the customs office of destination the electronic notification is
sent from this office to the customs office of departure. In case that the comprehensive guarantee was
used, the customs office of departure based on this information shall notify that to the customs office of
guarantee. Based on this information the amount of possible customs debt (calculated or estimated at the
customs office of departure) shall be credited back to the actual amount of reference amount of
comprehensive guarantee.
- Where the transit regime has been discharged (i.e. the moment when the customs office of departure is in
a position to establish, on the basis of a comparison of the data available to this customs office and those
available to the customs office of destination, that the regime has ended correctly) the customs office of
departure shall notify that to the customs office of guarantee with the request for release of a used
guarantee.
- At any time the principal shall have a possibility to:
o change the accession code (PIN) of his comprehensive guarantee,
o check the actual amount of reference amount of his comprehensive guarantee.
- At any time the customs office of guarantee shall have a possibility to:
o change the accession code (PIN) of comprehensive guarantee, based on the request of a principal,
o check the actual amount of reference amount of comprehensive guarantee,
o monitor the changes of actual amount of reference amount of comprehensive guarantee.
4.2.1.5 Comprehensive guarantee waiver
- The authorisation for use of comprehensive guarantee waiver shall be registered with a guarantee
reference number (GRN) by the customs office of guarantee of Macedonian customs administration.
- The comprehensive guarantee waiver shall be used for several transit operation.
- Where the customs office of guarantee of Macedonian customs administration authorises the
comprehensive guarantee waiver and this comprehensive guarantee waiver is registered with a guarantee
reference number (GRN), the customs office of guarantee shall issue:
o decision on authorisation of the comprehensive guarantee waiver (GRN),
o form/way of notification of changes of access code(s) (PIN) to guarantee reference number to be
used by a principal for authorised use of comprehensive guarantee waiver.
- Where the guarantee reference number (GRN) and access code (PIN) are used by a principal in his
transit declaration and before the acceptance of this declaration, at least the following data shall be
checked:
o guarantee reference number(s) (GRNs),
o access code(s) (PINs),
