- The registry of authorisation of authorised economic operators, who shall benefit from facilitations with
regard to customs controls relating to security and safety, shall contain the following
information/conditions to be automatically cross-checked:
o registration number of authorisation, which shall be used for the cross-check of information from
box 44 of customs declaration,
o holder of authorisation, which shall be used for the cross-check of information from box 14 or 50 of
customs declaration,
o full address of the holder of authorisation, which shall be used for the cross-check of information
from box 14 or 50 of customs declaration,
o time of validity of authorisation (from – until), which shall be used for the cross-check of
information from box 54 or 50 of customs declaration,
o date of actual record of the authorisation,
o date of annulment of the authorisation, which shall be used for the cross-check of information from
box 54 or 50 of customs declaration,
o full text of the actual wording of authorisation,
o history of the authorisation.
4.1.4.3 Simplifications and Security and safety
- An authorised economic operator shall benefit from facilitations with regard to customs controls relating
to security and safety and/or from simplifications provided for under the customs rules, according to the
Article 6-a para. 2 of Customs Law 1 .
- The registry of authorisation of authorised economic operators, who shall benefit from facilitations with
regard to customs controls relating to security and safety and from simplifications, shall contain the
following information/conditions to be automatically cross-checked:
o registration number of authorisation, which shall be used for the cross-check of information from
box 44 of customs declaration,
o holder of authorisation, which shall be used for the cross-check of information from box 14 or 50 of
customs declaration,
o full address of the holder of authorisation, which shall be used for the cross-check of information
from box 14 or 50 of customs declaration,
o time of validity of authorisation (from – until), which shall be used for the cross-check of
information from box 54 or 50 of customs declaration,
o date of actual record of the authorisation,
o date of annulment of the authorisation, which shall be used for the cross-check of information from
box 54 or 50 of customs declaration,
o full text of the actual wording of authorisation,
o history of the authorisation.
4.1.4.4 National and European AEO database
- Based on the present situation of Macedonian customs legislation, especially Customs Law 1 and
Customs Law Implementing Regulation 2 the Macedonian Customs Administration shall develop a
national AEO registry, which shall be able to send the national data to the EU Central AEO system and
to replicate the data from the EU Central AEO system.
- Another solution would be that Macedonian Customs Administration could develop a national interface
to EU Central AEO system before the accession of the Republic of Macedonia into the EU.
- The decision on the development of national AEO registry is a national issue since this functionality
could be incorporated in the national transit application or national export control application or national
import control application or in another application.
