4.3.2.5 Use of information technology for effective implementation of Risk Management
- The use of information technology is an effective tool for risk management. It enables a more rapid
analysis of selectivity criteria than would be possible manually. Automation allows Macedonian customs
administration to establish a national database of information on all transactions and movements which
can be updated and used for rapid information sharing and identification of changing risk areas. It can
also provide a database of all risk profiles which would form the basis for a selectivity module within an
automated clearance system.
- An automated system allows Macedonian customs administration to subject declarations to a series of
selectivity filters to determine which declarations may require further examination. Such a system may
direct claims to different routes.
4.4 Tarim (TARIC)
4.4.1 General conditions of Tarim (TARIC)
- The online customs tariff database, also called the TARIC, is a multilingual database in which are
integrated all measures relating to tariff, commercial and agricultural legislation. By integrating and
coding these measures, the TARIC secures their uniform application by all EU member states and gives
all economic operators a clear view of all measures to be undertaken when importing or exporting
goods. It also makes it possible to collect Community-wide statistics for the measures concerned.
- The online customs tariff database which shall be developed for Macedonian customs administration,
also called the Tarim, shall be a multilingual database in which shall be integrated all measures relating
to tariff and commercial legislation. By integrating and coding these measures, the Tarim shall secure
their uniform application by all Macedonian customs offices and gives all economic operators a clear
view of all measures to be undertaken when importing or exporting goods.
